On the morning of the 12th, heavy snowfall centered around the central region caused numerous snow-related accidents across Seoul, resulting in traffic disruptions including delays and cancellations of flights.
According to the Seoul Traffic Information Center, at around 3:20 PM, a cargo truck climbing an uphill near Yangjae Elementary School in Seocho-gu collided with the soundproof wall on the Gyeongbu Expressway, leading to the closure of the 5th lane on the Seoul-bound side of the Gyeongbu Expressway (Yangjae IC → Seocho IC).
Around the same time, a collision occurred on the 2nd lane of Gangbyeonbuk-ro heading towards Guri (from the north end of Hangang Bridge to the north end of Dongjak Bridge) and on the 4th lane near Dongmyo Station on Subway Line 1 in Jongno-gu, causing partial road closures temporarily.
Flight operations were also disrupted. According to the Korea Airports Corporation, as of 4 PM, 31 out of 603 scheduled flights were canceled due to bad weather. By departure airport, cancellations included 11 flights from Jeju, 4 from Gimpo, 8 from Cheongju, and 2 each from Ulsan, Pohang Gyeongju, Sacheon, and Wonju.
Delayed flights totaled 131, including 110 domestic and 21 international flights. According to Incheon International Airport Corporation, as of 9 AM, 15 flights were delayed at Incheon Airport, but no flights were canceled.
