Special Purpose Company Established in December to Execute Project, Funding Concerns Resolved
Underground Facility to Eliminate Odor... Parks and Convenience Facilities Planned for Surface Area
Chuncheon City, Gangwon Special Self-Governing Province (Mayor Yuk Dong-han) announced on the 11th that the Chuncheon Public Sewage Treatment Facility Relocation and Modernization Project, which is being carried out with a project cost of 338.9 billion KRW, will finally commence construction in July. The project involves relocating the exposed public sewage treatment facility currently located at 499-1, Geunhwa-dong, to 449-1, Chiljeon-dong, and converting it into an underground facility.

Mayor Yuk Dong-han held a press briefing on the 11th and stated, “In December last year, we completed the establishment of the special purpose company (SPC) ‘Chuncheon Biotech Co., Ltd.’, which will be responsible for the private investment project of the Chuncheon Public Sewage Treatment Facility Relocation and Modernization Project, and we have now begun full-scale promotion of the project.”
The new public sewage treatment facility is expected to become a new landmark in Chuncheon that citizens can enjoy together, attracting significant public interest in the project.
The SPC for this project, Chuncheon Biotech Co., Ltd., includes Taeyoung Construction, Hanwha Construction, SG Construction, and two local construction companies.

Through this, concerns about funding issues caused by the workout initiation, a corporate restructuring process of Taeyoung Construction in December 2023, have been completely resolved. The SPC is expected to play a crucial role in the efficient and stable promotion of the project going forward.
In addition, Chuncheon City is swiftly advancing administrative procedures for the Chuncheon Public Sewage Treatment Facility Relocation and Modernization Project. The city already completed the appropriateness review of the private investment project and the Ministry of Economy and Finance’s private investment project review in May last year.
Following this, after deciding on the urban planning facilities for the sewage treatment plant and completing the detailed design, the city plans to proceed with administrative procedures such as environmental impact assessments and approval of detailed plans for urban planning facilities by March. Subsequently, after economic feasibility reviews and amendments to the implementation agreement, construction will begin in July.
For the project’s progress, the prompt initiation of land negotiation and compensation procedures is of utmost importance. The process of listening to landowners’ opinions and recommending appraisers has currently been concluded.
Chuncheon City plans to begin full-scale appraisal and compensation in February to alleviate citizens’ inconvenience caused by compensation delays. To this end, the city has allocated 6.5 billion KRW in construction subsidies in this year’s budget.
Above all, Chuncheon City is strengthening communication with residents from the early stages of the project to increase understanding and seek cooperation for smooth project implementation.
In particular, through continuous meetings with local residents to gather opinions and reflecting these in the project plan, the city intends to ensure no neglect in improving infrastructure and landscape around the treatment plant area.
Mayor Yuk Dong-han of Chuncheon emphasized, “The Chuncheon Public Sewage Treatment Facility project could get on track thanks to the active support and encouragement of the Chuncheon City Council and the citizens.” He added, “The new Chuncheon Public Sewage Treatment Facility will become a new cultural landmark of Chuncheon.”
Meanwhile, the capacity of the new Chuncheon Public Sewage Treatment Facility will be 157,000 tons, an increase of 7,000 tons compared to the existing facility. In particular, by adopting advanced construction methods, the sewage treatment facility will be underground and modernized to fundamentally block odor generation. On the surface, parks and other resident convenience facilities will be installed, transforming the public sewage treatment plant, which was previously considered a nuisance facility, into a resident-friendly space.
