The issuance area for mobile resident registration cards will be expanded nationwide. Starting from the end of next month, applications and issuance will be possible even in local governments other than the resident registration area.


On the 9th, the Ministry of the Interior and Safety announced that the issuance of mobile resident registration cards, which had been promoted only in Sejong Special Self-Governing City, Hongcheon in Gangwon, Goyang in Gyeonggi, Geochang in Gyeongnam, Seo-gu in Daejeon, Gunwi in Daegu, Ulju in Ulsan, Yeosu in Jeonnam, and Yeongam in Jeonnam, will be conducted nationwide starting from the 14th.

The nationwide expansion of mobile resident registration card issuance will be carried out in three phases to discover technical and institutional improvements. The first phase, starting on the 14th, targets metropolitan local governments that include pilot basic local governments to identify and respond to improvements in various work environments at resident centers in urban and rural areas.


The second phase, starting on the 28th, targets Incheon Metropolitan City and Gyeonggi Province, which have large populations and many young people expected to be the main demand group for mobile resident registration cards, as well as the provincial areas of Chungcheongbuk-do and Chungcheongnam-do, which were not included in the first phase. The final third phase (March 14) targets major metropolitan cities with large populations in each region: Seoul Special City, Busan Metropolitan City, and Gwangju Metropolitan City. Two weeks after the third phase expansion, from March 28, mobile resident registration cards can be applied for and issued anywhere nationwide regardless of the resident registration area.


Mobile resident registration cards can be issued to citizens aged 17 or older who have been issued a resident registration card and wish to receive one. They can be issued by choosing one of two methods, and the "Korea Mobile ID" app must be installed on the applicant's mobile phone under their name.


If an applicant applies for and receives a physical resident registration card embedded with an IC chip, they can directly issue or reissue a mobile resident registration card by touching the IC resident registration card to their mobile phone without visiting the resident center. The IC resident registration card can be issued free of charge to first-time resident registration card applicants, but a fee must be paid when reissuing to replace an existing physical resident registration card with an IC resident registration card.


There is also a method to possess a physical (plastic) resident registration card and visit the resident center to scan a QR code for mobile resident registration card issuance. It can be issued immediately upon application, and the issuance cost is free. However, in this case, if the mobile phone is changed or the app is deleted, the resident center must be visited again to issue the mobile resident registration card. Acting Minister of the Interior and Safety, Ko Gi-dong, said, "The mobile resident registration card will greatly enhance the convenience of citizens in various online services, fitting the digital age," and added, "We will closely examine and improve any inconveniences during the issuance process."
