89 Cases of Post-Retirement Employment Review for Public Officials Disclosed

Former Senior Deputy Governor of the Financial Supervisory Service, Lee Chan-woo, has been approved for employment as the CEO and Chairman of NH Nonghyup Financial Group.
The Government Officials Ethics Committee disclosed the results of 89 cases of 'Employment Review for Retired Public Officials as of January 2025' on its Public Ethics System website on the 5th.
According to current law, public officials of grade 4 or higher who are required to register their assets, executives of public-related organizations, and employees of certain public-related organizations must undergo a prior employment review if they seek employment at institutions subject to employment review within three years after retirement.
According to the review results, Kim Hyun-sook, former Minister of Gender Equality and Family who retired in February last year, was approved for employment as the Associate Dean of the College of Economics and Trade at Soongsil University, and Yoon Tae-sik, former Commissioner of the Korea Customs Service, was approved as an outside director of Lotte Insurance.
Lee Ho-seung, former Chief of Policy Office at the Blue House who retired in May 2022, was approved for employment at Samsung Biologics. Lawyer Kim Rak-hyun, formerly a prosecutor, received approval to be employed as Vice President of SK Hynix.
The Ethics Committee decided on 'employment restriction' for six cases where close business relevance was recognized between the department or institution to which the individual belonged for five years prior to retirement and the prospective employer, and 'employment disapproval' for seven cases judged not to meet the statutory reasons for employment approval.
Ryu Hoon, former Deputy Mayor for Administration of Seoul City who retired in June 2022, was not approved for employment as an outside director at Xi S&D, a real estate comprehensive service company and subsidiary of GS Construction.
Former Secretary General of the Office for Government Policy Coordination, Koo Yoon-chul, attempted to become an outside director at Samsung Life Insurance but received an employment restriction decision. A local political official from Geoje City, Gyeongnam Province, who retired in November last year, was disapproved for employment as Chairman of Mikun Construction.
Among retired officials from the National Police Agency, four attempted to be employed as lawyers or staff at law firms such as Kwangjang and Yulchon but were notified of employment restrictions.
Additionally, the Ethics Committee requested the competent courts to impose fines on eight cases where individuals subject to employment review were employed arbitrarily without undergoing the Ethics Committee’s prior employment review.
