Ulsan Office of Education Explores Development Direction for Ulsan-type Integrated Early Childhood Education 'Dubinnarae'

Sharing Operation Cases and Reflecting on First Steps
Strengthening Cooperation Between Kindergartens and Daycare Centers,
Tailored Education for Infants and Young Children

The Ulsan Metropolitan Office of Education (Superintendent Cheon Chang-su) held a meeting to reflect on the first steps of the Ulsan-type integrated early childhood education and care system, ‘Dubinnarae,’ and to consider future development directions.


On the 4th, the Ulsan Office of Education held the ‘2024 Ulsan-type Integrated Early Childhood Education and Care Dubinnarae Operation Case Sharing Meeting’ at the Big Bang Hall of the Ulsan Science Museum.

About 200 participants, including education office and local government officials, kindergarten and daycare teachers, and parents, attended the event to share the achievements and future tasks of the Ulsan-type integrated early childhood education and care system.


The Ulsan-type integrated early childhood education and care system, ‘Dubinnarae,’ is a model that applies the Ministry of Education’s integration policy tailored to the Ulsan region, aiming to unify the education and care system for infants and young children. Through this, it seeks to establish a cooperative system between kindergartens and daycare centers and provide a better educational and care environment for young children.


At this sharing meeting, presentations were made on △ the 2024 operation progress of the Ulsan-type integrated early childhood education and care Dubinnarae △ the operation cases of the (tentatively named) Early Childhood School pilot institutions △ the operation cases of the Onsaemiro community △ the operation cases of Dubinnarae-Ai Haengbok Ieumdan △ and the 2025 operation plan.


The Onsaemiro community is a network promoting integrated early childhood education and care in the Ulsan region, meaning not to divide or separate.


The Ulsan Office of Education plans to focus on key tasks for the 2025 integrated early childhood education and care project, including △ operation of pilot early childhood school institutions △ strengthening teacher professionalism △ supporting infant and young child development △ enhancing community-linked cooperation △ reinforcing legal and institutional foundations △ and establishing sustainable integration policies.


Starting this year, special education-related services will be expanded for children with disabilities within pilot institutions, and the ‘Eo-Cho Ieum Education’ program, linking daycare centers and elementary schools, will be operated in 10 daycare centers.


Additionally, to provide a stable care environment for young children, six new ‘hub-type care institutions’ will be newly operated.


A parent attending the sharing meeting said, “Through the pilot project, the number of young children per teacher has decreased, which has increased individual attention and affection. I will continue to take a keen interest and participate as an educational partner.”


On-site teachers and officials shared cases of kindergartens and daycare centers cooperating to operate education and care integratively and discussed various measures for the stable establishment of integrated early childhood education and care.


An official from the Ulsan Office of Education said, “We will create an environment where education and care harmoniously blend so that infants and young children can grow up happily.”
