[Exclusive] Prosecutors: “Yoon's Martial Law State Council Meeting Was Only Unilaterally Notified... No Minutes Were Taken”

It was stated in the prosecution indictment that President Yoon Seok-yeol did not prepare minutes during the emergency martial law Cabinet meeting and only gave unilateral notifications, resulting in no substantial discussion regarding the declaration of martial law.


On the 3rd, Asia Economy obtained the indictment of President Yoon through the office of Park Beom-gye, a member of the Democratic Party of Korea, which described the situation of the Cabinet meeting during the emergency martial law as “the agenda was not submitted as a proposal to the Cabinet meeting, and before the 11 Cabinet members gathered, only unofficial opinions were exchanged with the Prime Minister and a few Cabinet members.”


The prosecution particularly stated in the indictment, “The Cabinet members could not even ascertain the reason for being summoned to the Presidential Office or the content of the agenda, and there was only a unilateral notification from the President regarding the declaration of emergency martial law, with no substantial discussion taking place at all.” It also wrote, “The minutes of the Cabinet meeting, which should have been prepared by the Administrative and Security Department official acting as the secretary of the Cabinet meeting, were not prepared at all.”


The prosecution noted, “The Cabinet meeting is the highest policy deliberation body under the Constitution, playing a role in deliberating important policies under government authority with the consent of the President and the National Assembly,” pointing out issues with the Cabinet meeting related to the emergency martial law and regarded it as a ‘Cabinet meeting procedure violating laws and regulations.’
