Public Sites Opened for Private Investment Proposals
Gaebong-dong and Gaehwasan Station Public Parking Lots, Near Former Seongdong Detention Center

The Seoul Metropolitan Government announced the winners of the 'Competitive Private Investment Projects,' which involves publicly disclosing available public sites and receiving business proposals from the private sector. The public sites include part of the former Seongdong Detention Center site, and the public parking lots at Gaebong-dong and Gaehwasan Station. The city plans to collaborate with the selected outstanding proposers to finalize the business plans.
On the 3rd, the city revealed that KG Engineering Comprehensive Architecture Office and Korea Infrastructure were selected as outstanding proposers for the Gaebong-dong public parking lot site in the competitive private investment project. Yes24 was chosen for the former Seongdong Detention Center Special Zone 6 site. For the Gaehwasan Station public parking lot, Korea Infrastructure Consulting and Iga Comprehensive Architecture Office were selected.
The disclosed sites are ▲ Gaebong-dong public parking lot in Guro-gu ▲ Former Seongdong Detention Center Special Zone 6 site in Garak-dong, Songpa-gu ▲ Gaehwasan Station public parking lot in Banghwa-dong, Gangseo-gu. A total of 10 business plans were submitted: 2 for Gaebong-dong public parking lot, 5 for the former Seongdong Detention Center, and 3 for Gaehwasan Station public parking lot. The evaluation considered creativity and public interest of the business plans, project execution capability, appropriateness of urban and architectural planning, reliability of total project cost estimation, and effectiveness of operation and project management.
For the Gaebong-dong public parking lot, a multi-purpose administrative complex facility within a densely populated residential area was proposed. The former Seongdong Detention Center Special Zone 6 site was planned as a regional communication space centered on various cultural facilities including a performance hall. The Gaehwasan Station public parking lot proposal suggested transforming the existing parking lot into a mixed-use residential and job space where life and work coexist.
The selected outstanding proposers will become the preferred negotiation partners, working with the city to detail the business plans and submit proposals, thereby gaining the status of 'first proposer' under the Private Investment Act.

Previously, the city had been promoting the Public-Private Partnership Project, the first private investment model in the country. After announcing the competition on November 5 last year, a project briefing session was held in August of the same year. On the 3rd of this month, a total of 10 business plans were submitted, evaluated, and the final winners announced.
The Public-Private Partnership Project is a competitive private investment project where the city first discloses available public sites and receives business proposals from the private sector for these sites. To revitalize private investment projects and supply high-quality public facilities, the city collaborated with the Ministry of Economy and Finance to incorporate the system in October last year and has since implemented the project.

Im Chang-su, Director of Future Space Planning at the Seoul Metropolitan Government, stated, "We will continuously discover underutilized sites in Seoul and create attractive spaces by combining them with the private sector's creative planning capabilities." He added, "We expect to generate tangible results from these projects, not only revitalizing private investment projects but also providing citizens with diverse everyday facilities."
