Goyang Special City, Gyeonggi Province (Mayor Lee Dong-hwan) is promoting maintenance work to enhance the utilization value of public assets through systematic management and to ensure their proper use and operation.

According to Goyang Special City on the 3rd, the city is building highly reliable data by thoroughly organizing public assets based on the ‘Comprehensive Survey of Public Assets’ conducted by the Ministry of the Interior and Safety, which identified discrepancies and errors between official registers. As of the end of January, the city discovered 742 omitted properties and processed registration requests for 437 properties due to land division and consolidation, achieving a total of 5,004 properties maintained.


Starting in March, the city will conduct a full-scale survey of public assets to resolve unauthorized occupancy and establish a legal basis for usage permits, focusing on increasing tax revenue and stabilizing finances.


Goyang Special City has been promoting the ‘Comprehensive Maintenance of Public Assets’ since July last year to build accurate public asset data.


Major errors discovered during the seven-month comprehensive maintenance include △ absence of official registers △ ownership discrepancies between official registers △ inconsistencies in area, land category, and other details △ omissions in acquisition and disposal registrations in the public asset ledger.


Based on error data received from the Ministry of the Interior and Safety, the maintenance targets 4,554 land parcels and 1,288 buildings, totaling 5,842 cases, with approximately 85.7% (5,004 parcels) completed by the end of January.


Key achievements include △ discovery of 742 unregistered omitted properties △ registration requests for 437 parcels due to land division and consolidation △ 63 parcels with ownership preservation and cancellation registrations for rights protection △ correction of ownership, land category, and area discrepancies for 3,762 parcels. This comprehensive maintenance is scheduled to be completed by June this year.


This comprehensive maintenance of public assets has improved the accuracy of ownership verification by including Supreme Court jurisdictional certified copies of registries in the comparison, overcoming the previous limitation of only cross-checking administrative data such as the public asset ledger, land ledger, and building ledger.

The city plans to continue building accurate data and conduct thorough management and regular comprehensive maintenance by cross-verifying multiple official registers to prevent any issues in exercising ownership rights.


Meanwhile, to ensure leak-free management and utilization, the city is also considering implementing property management training programs for 47 departments that individually manage public assets. The training aims to minimize frequently occurring errors and promote systematic asset management.


Starting in March, the city will conduct a full-scale survey of approximately 20,000 public asset parcels. The survey will focus intensively on lands prone to unauthorized occupancy.


Basic data such as land ledgers, certified copies of registries, and aerial photographs will be checked by legal neighborhood units, along with on-site inspections. For lands confirmed to be under unauthorized occupancy, the city will carry out lawful follow-up administrative procedures such as collecting compensation fees and issuing usage permits.


As of 2024, Goyang City collects usage and lease fees for public assets in about 1,200 cases, totaling approximately 5.76 billion KRW, and imposes compensation fees for unauthorized occupancy in about 90 cases, totaling approximately 160 million KRW.


The city expects to expand non-tax revenue through thorough public asset management by actively promoting lawful usage permits and leases, resolving unauthorized occupancy, and imposing usage fees, lease fees, and compensation fees through this year’s integrated survey of public assets.


Additionally, the city plans to establish active utilization plans for unused administrative assets identified through the survey and develop efficient management methods for idle general assets.


Mayor Lee Dong-hwan of Goyang Special City stated, “Through proactive management of public assets, we will ensure that there is not a single leak in the city’s asset management. Since public assets belong to the citizens, we will manage them thoroughly and utilize them as future assets for the development of Goyang City.”
