Real-Time Warning Broadcasts from the Control Room Lead to Eradication of Unauthorized Dumping

An employee at the Dobong-gu (District Mayor Oh Eon-seok) unauthorized dumping CCTV (Closed-Circuit Television) control room is broadcasting guidance to illegal garbage dumpers.
To eradicate illegal dumping in the area, the district established an unauthorized dumping CCTV control room within the District Office's Resource Circulation Division in August last year. Two professional monitoring personnel have been assigned to crack down on illegal dumping in real time.
When the professional monitoring personnel spot an illegal dumper in the control room, they issue a warning through a guidance broadcast. If the dumper does not comply, they track the movement via CCTV and promptly coordinate with the enforcement team for swift action.
The CCTV features a 12-megapixel high-definition camera and offers 360-degree omnidirectional monitoring, enabling identification of illegal dumpers. The professional monitoring personnel said, "The illegal dumper might think, 'Surely I won't get caught?' but after the guidance broadcast, if they do not comply, we track and enforce penalties. We ask everyone to please dispose of garbage only at designated disposal sites."
This has actually brought significant changes to the area. During the approximately four-month pilot operation starting from September last year, out of 60 habitual illegal dumping sites, garbage dumping disappeared at 10 locations. A resident said, "The area in front of my house used to be a habitual illegal dumping site, but now it is clean. It seems people no longer dump garbage here. I hope this kind of management continues."
The district plans to install 20 additional high-performance CCTVs this year, focusing on habitual illegal dumping areas to eradicate illegal dumping. Currently, the district is divided into Ssangmun, Changdong, Banghak, and Dobong zones, operating a total of 206 CCTVs including high-performance and unauthorized dumping prevention CCTVs: 54 in Ssangmun, 68 in Changdong, 53 in Banghak, and 31 in Dobong.
Oh Eon-seok, Mayor of Dobong-gu, said, "While enforcement and guidance are important to eliminate illegal dumping, voluntary participation by local residents is essential. We ask for the active participation of residents in creating a proper garbage disposal culture."
