Application of 300% Floor Area Ratio

The Songpa Hanyang 2nd Apartment in Seoul will be reborn as a complex with up to 29 floors and 1,346 households (including 269 public housing units).

On the 27th, Seoul held the 14th Urban Planning Committee (Delegated Subcommittee) and announced on the 29th that it had approved the amendment of the "Designation of Reconstruction Maintenance Area and Maintenance Plan Decision (Change) and Landscape Review (Draft) for Songpa Hanyang 2nd Apartment." A floor area ratio of 299.99% was applied.


Songpa Hanyang 2nd (around 151, Songpa-dong, Songpa-gu) is an aging apartment complex completed in 1984, currently consisting of 12 floors and 744 households. It is located along major roads such as Songpa-daero, Baekje Gobun-ro, and Ogeum-ro. Although it was selected as a rapid integrated planning target site in November 2021, the project faced difficulties due to some residents' requests to withdraw from the rapid integrated planning. Through active communication and alternative reviews by the city, consensus was formed among residents, and the rapid integrated planning was completed in September last year.


According to this maintenance plan decision, community facilities open to the public such as a small library and a care center will be established along the boundary between the complex and Hanyang Park. Hanyang Park, which had been cut off by surrounding roads and elevation differences, will have these differences removed to improve accessibility. Additionally, the existing kindergarten will be relocated and connected toward the park so that residents can enjoy the park along with educational and care spaces. The surrounding road widths will be expanded, pedestrian spaces along the streets will be secured, and public pedestrian pathways will be connected and created with nearby apartment complexes to establish a safe and pleasant walking environment.


A plan to create an urban landscape harmonized with the surroundings was also devised. Considering the park and low-rise residential areas, a "tent-shaped skyline" that rises inward is planned, and public pedestrian pathways and visual corridors are planned to ensure openness.


The city stated, "With the approval of this urban planning committee review, we expect Songpa Hanyang 2nd to be reborn as a residential complex that harmonizes with its surroundings and revitalizes the area."
