Event for 'Designation of Yongin Semiconductor National Industrial Complex' at Giheung Campus on the 26th
Kim Yong-gwan, President of Samsung Electronics DS Division's Business Strategy Office, stated on the 26th, "It is of utmost importance for maintaining the global competitiveness of South Korea's semiconductor industry that the Yongin National Industrial Complex is promoted as planned and begins mass production proactively."
On the same day, at the 'Designation of Yongin Semiconductor National Industrial Complex' event held at Samsung Electronics Giheung Campus in Yongin, Gyeonggi Province, attended by Park Sang-woo, Minister of Land, Infrastructure and Transport, Ko Young-in, Vice Governor of Gyeonggi Province for Economic Affairs, Lee Sang-il, Mayor of Yongin, and Lee Han-jun, President of LH Corporation, Kim said, "The status of South Korea's semiconductor industry is currently under significant threat." Kim was promoted to president in last month's Samsung Electronics executive reshuffle after working in the Semiconductor Task Force of Samsung Electronics Business Support TF, and now holds the newly established position of Head of Semiconductor Business Strategy.
Kim diagnosed, "Recently, the semiconductor hegemony competition, which has rapidly emerged as a core national security asset, is being fiercely contested not only by major economies such as the United States, China, Taiwan, Japan, and the United Arab Emirates (UAE), but also by emerging countries like those in the Middle East and India," adding, "They are putting their lives on the line to foster their domestic semiconductor industries and internalize supply chains."

He emphasized that, thanks to government support, a supply agreement for 3.7GW of power in the first phase and water supply has been signed for the Yongin National Industrial Complex, and mentioned that traffic issues will emerge as a major concern in the future.
Kim said, "From our experience, even in Pyeongtaek, where a six-lane road was secured around the complex during its development, significant traffic problems occur daily during commuting hours," adding, "If the Yongin National Industrial Complex and Wonsan General Industrial Complex are developed and the surrounding cities are populated, there is a high possibility of facing severe traffic congestion."
Kim also stated, "The National Road No. 45, a key axis for connected traffic volume, is set to be expanded to eight lanes fully funded by the central government with support from the Ministry of Land, Infrastructure and Transport, but considering future traffic volumes, expansion of local roads around the industrial complex is also absolutely necessary." He further requested, "I earnestly ask for cooperation so that other connected traffic routes such as Local Road No. 82, Local Road No. 321, and Daegok-daero can also be expanded to six lanes or more with active budget support from both the Ministry of Land, Infrastructure and Transport and Yongin City, Gyeonggi Province."
Finally, Kim said, "I ask for LH Corporation's active support to ensure that the land compensation schedule is completed without any setbacks to enable site groundbreaking by the end of 2026," and added, "Samsung will devote all efforts to becoming a global top-tier semiconductor company and a leading force in South Korea's advanced industries."

At the event, the government signed an implementation agreement between the project operator and tenant companies and announced a specialized development plan for the Yongin Semiconductor National Industrial Complex.
The Yongin National Industrial Complex, the world's largest semiconductor industrial complex, is a large-scale national strategic project located on a 7.28 million square meter site, housing six large fabs, three power plants, and more than 60 materials, parts, and equipment (SoBuJang) partner companies. It is expected that private investment will reach up to 360 trillion KRW by the time the entire complex is completed. This is anticipated to generate employment for 1.6 million people and induce a production effect of 400 trillion KRW.
The government has established a cross-ministerial cooperation system to shorten the designation period of the industrial complex from more than four years to one year and nine months. The approval of the industrial complex plan, originally targeted for March next year, was also advanced by three months. As a result, site groundbreaking became possible before December 2026. The total period from the announcement of the candidate site to groundbreaking has been reduced by half compared to initial expectations.
