1,439 Residents Including Those in Border Areas Participate
Civil organizations have reported President Yoon Seok-yeol and three others, who are accused of inciting the December 3 emergency martial law incident and charged with rebellion, to the police on charges of foreign exchange offenses.
Civil groups such as Yoon Seok-yeol Immediate Resignation and Emergency Action for Social Reform held a press conference on the 26th in front of the National Police Agency's National Investigation Headquarters (NIH) in Seodaemun-gu, Seoul, claiming that "President Yoon and three others induced armed conflict between the South and North by infiltrating drones into Pyongyang."

They added, "Those who threatened the lives of the people must be held accountable and punished," criticizing, "This act of inducing war corresponds to Article 99 of the Criminal Act concerning general treason."
Article 99 of the Criminal Act stipulates that anyone who harms the military interests of the Republic of Korea or provides military benefits to an enemy country shall be punished by death or imprisonment for three years or more.
Furthermore, these organizations urged a thorough investigation, noting that the notebook seized from former Intelligence Commander Noh Sang-won by the police contained content stating 'to induce an attack by North Korea at the Northern Limit Line (NLL),' which can be evaluated as evidence of preparation or conspiracy for general treason.
After the press conference, these groups filed a complaint with the NIH against President Yoon, former Intelligence Commander Noh, former Minister of National Defense Kim Yong-hyun, and former Counterintelligence Commander Yeo In-hyung on charges of foreign exchange offenses. A total of 1,439 citizens, including residents of border areas, participated in the complaint.
