"Yoon Completely Destroyed the Constitutional Order"
"Active Fiscal Measures Needed... Supplementary Budget Must Be Prepared"
Lee Jae-myung, leader of the Democratic Party of Korea, criticized the People Power Party, saying, "They are ignoring the constitutional court justice appointment process and sticking to a 'stalling strategy,'" and added, "Does President Yoon Seok-yeol's act of rebellion, which has completely destroyed the constitutional order of the Republic of Korea, just disappear?" He also stated, "Do you think the People Power Party can escape the historical responsibility they have effectively agreed to?" He claimed that the People Power Party also bears responsibility for the December 3 emergency martial law incident.

On the morning of the 23rd, at the Supreme Council meeting held at the National Assembly, Lee made critical remarks toward the People Power Party. He said, "The People Power Party really hates being called the 'party that sympathizes with rebellion,' but aren't they doing just that?" and added, "They are delaying the impeachment process of President Yoon and opposing the appointment of a special prosecutor, thereby obstructing the investigation." He continued, "The People Power Party is neglecting the unprecedented act of rebellion by a sitting president," and pointed out, "Instead of telling us not to call them the party that sympathizes with rebellion, they should stop committing such acts."
He also mentioned the necessity of drafting a supplementary budget (추경). On that day, he said, "The economy is very difficult," and added, "Along with a severe economic recession, the 'rebellion incident' has caused serious instability both internationally and domestically." Furthermore, he stated, "In a situation where external uncertainties have expanded, we must use all available means to revive the struggling economy and restore people's livelihoods," and proposed, "The government must carry out a supplementary budget in this emergency situation where an active fiscal role is desperately needed." He also added, "The Deputy Prime Minister for Economy and the Governor of the Bank of Korea also acknowledge the necessity of a supplementary budget."
