The 'Public Deposit and Payment System for Supervision Fees,' which supports private construction supervision to carry out site supervision duties confidently without yielding to the building owner's pressure, will also be applied to the Hyundai Motor Global Business Center (GBC) new construction site.

On the 20th, Seoul City announced that it signed a tripartite business agreement with Hyundai Motor (building owner) and Geonwon Engineering (supervisor) for this purpose. The agreement ceremony held the previous day was attended by Han Byung-yong, Director of the Seoul City Housing Office, Lee Joong-yeol, Head of the GBC Development Project Group, and Lee Seok-gi, CEO of Geonwon Engineering.


The city has been implementing the public deposit project for supervision fees in private construction projects since July to create a safe Seoul free from substandard construction.


This project differs from the conventional method where the building owner pays the supervision fee directly to the supervisor. Instead, the building owner deposits the supervision fee with the permitting authority (the city), and the permitting authority confirms the performance of supervision duties before paying the supervisor. The core objective is to strengthen the independence of supervisors so they can focus solely on supervision activities and ensure confident execution of supervision duties.


Currently, this project is implemented at construction sites such as apartments under the Housing Act, but it has not yet been introduced under the Building Act, so Seoul City is proactively promoting it. The city expects that this agreement will activate the public deposit of supervision fees at many private construction sites.


Han Byung-yong, Director of the Seoul City Housing Office, said, "Hyundai Motor's decision to participate in the public deposit project for supervision fees is expected to have a positive impact on the entire construction industry," adding, "We will continue consultations with the Ministry of Land, Infrastructure and Transport and related legal amendments to ensure the stable operation and establishment of the project."
