This comprehensive welfare plan includes detailed measures such as ▲operation of the Winter Comprehensive Welfare Plan Support Team ▲discovery of welfare blind spots and support for vulnerable groups ▲strengthening protection and care for single-person households, homeless people, and vulnerable elderly ▲prevention of winter safety accidents in welfare facilities ▲promotion of a sharing culture and strengthening connections with private resources.
Paju City has formed the 'Winter Comprehensive Welfare Plan Support Team,' led by the Director of the Welfare Policy Bureau and involving six departments related to welfare tasks, and plans to focus on minimizing winter welfare blind spots.
Paju City has set the discovery of welfare blind spots as the top priority and plans to provide emergency support by identifying households in need through cooperation between the welfare teams of eup, myeon, and dong (township, town, and neighborhood) and the local community security council, using information such as power outages, water outages, loss of basic livelihood security benefits, and excessive medical expenses.
For low-income households suddenly facing livelihood crises, emergency welfare support will be strengthened, including living expenses (1,833,000 KRW for a family of four), housing costs (435,000 KRW), and fuel costs (150,000 KRW).
Additionally, during the winter season, low-income disabled individuals will be prioritized for job placement, and employment opportunities will be expanded through public jobs and self-support projects for residents with work ability.
To strengthen housing stability for low-income citizens, affordable rental housing (jeonse rental) will be provided to housing-vulnerable groups living in poor conditions such as jjokbang (small rooms) and gosiwon (boarding rooms).
Mayor Kim Kyung-il of Paju City emphasized, “By timely discovering and supporting those in welfare blind spots during the cold winter, Paju City will be a reliable support so that they can quickly overcome their crisis. We will do our best to resolve welfare blind spots and ensure that all citizens can enjoy a warm daily life through more thorough and detailed measures in preparation for the full-scale cold wave.”
