Operation Restriction on Grade 5 Emission Vehicles (Diesel Cars) Until March Next Year
Goyang Special City, Gyeonggi Province (Mayor Lee Dong-hwan) announced on the 17th that it will implement the 6th Seasonal Fine Dust Management Program until March next year to strengthen fine dust control and protect citizens' health.
The Seasonal Fine Dust Management Program is a focused management measure to reduce the intensity and frequency of high-concentration fine dust occurrences by implementing enhanced fine dust reduction measures from December to March, the period of high fine dust concentration, compared to usual times.
During this seasonal management period, restrictions on the operation of Grade 5 emission vehicles, crackdowns on illegal burning, intensive collection of agricultural waste, agricultural byproduct crushing and fertilization projects, inspection of vehicle emissions (idling), removal of road dust, management of construction site dust, and indoor air quality inspections at multi-use facilities will be carried out.
Grade 5 emission vehicles will be monitored from 6 a.m. to 9 p.m. on weekdays, excluding Saturdays, Sundays, and public holidays. If a Grade 5 emission vehicle without low-emission devices such as emission reduction equipment is caught, a fine of 100,000 KRW per day will be imposed.
However, even if a vehicle is classified as Grade 5 emission, vehicles for the disabled, emergency vehicles, and vehicles that cannot undergo low-emission measures, including those owned by basic livelihood security recipients, lower-income groups, and small business owners, are exempt from fines.
A Goyang city official stated, “Although the concentration of ultrafine dust in Goyang city has improved since the implementation of the Seasonal Fine Dust Management Program (4th phase, 26.25㎍/㎥ → 5th phase, 22.75㎍/㎥), the increase in concentration from December to March continues due to seasonal factors such as weather, so special management is still necessary. We ask for citizens' active interest and participation in the implementation of the 6th Seasonal Fine Dust Management Program for air quality improvement and citizens' health.”
