Support for Municipal Administration Including Resolution of Military-Related Conflicts and Complaints
Paju City, Gyeonggi Province (Mayor Kim Kyung-il) operates the Peace and Security Advisory System to strengthen public-private-military cooperation and alleviate citizen inconveniences caused by military regulations. This system addresses the unique regional characteristic where military facility protection zones occupy about 88% of the city's area, aiming to promote public projects and resolve local conflicts.
The current Peace and Security Advisor, Kim Tae-seong (Korea Military Academy Class 44, retired Major General), is an expert who has held various key military positions such as Director of Training at the Army Education and Training Command and Commander of the 11th Infantry Division. He was appointed in June 2023 through an open recruitment process under the "Ordinance on Support for Exchange and Cooperation with Military Units in Paju City" and will serve for two years until May 2025.
Various development projects promoted by Paju City require close consultation with the military. Advisor Kim plays a crucial role in bridging the military and administration based on his expertise and field experience in military affairs, helping to reduce difficulties faced by citizens due to military regulations.
Specifically, his duties include ▲providing military-related advice on major policy initiatives ▲supporting the relaxation of regulations in military facility protection zones ▲assisting in resolving local conflicts caused by various military regulations ▲supporting other military-government cooperation projects. Notable achievements include military consultations for the Medical Cluster Development Project and the establishment of the National Gamaksan Natural Recreation Forest.
Mayor Kim Kyung-il of Paju emphasized the importance of the Peace and Security Advisor in city administration, stating, “We will continue to implement citizen-centered policies through the Peace and Security Advisory System and further strengthen public-private-military cooperation to solidify the foundation for regional development.”
