President Lee graduated from Cheonan Jungang High School and earned a bachelor's degree in Korean Language and Literature from Dankook University. He later obtained a master's degree in Hyo Culture from Seongsan Hyo Graduate School and completed his doctoral coursework.

President Lee has served as Chief Secretary to the Governor of Chungnam Province, a working member of the Presidential Local Autonomy Development Committee, spokesperson and Human Rights Committee Chairperson of the People Power Party Central Party. Since July last year, he has served as a non-standing auditor of the Korea Transportation Safety Authority.

The Employment Information Service publicly recruited a new president after former president Kim Young-jung was dismissed in August following an E-grade management evaluation due to the 'Worknet hacking' incident that occurred in June last year. Subsequently, three times the number of candidates were recommended to the Ministry of Employment and Labor, and Minister Kim Moon-soo appointed President Lee.
