On the same day, when Democratic Party lawmakers Kim Byung-joo and Park Seon-won, who visited the Special Warfare Command, asked what orders were received from higher-ups when martial law troops entered the National Assembly building on the 3rd, General Gwak responded accordingly.

General Gwak said, "In my judgment, forcibly removing members of the National Assembly was clearly illegal, so I thought it would be an act of insubordination, but I did not carry out that mission." When asked about the instructions given when the unit was deployed, he replied, "When we were deployed, there were unjust situations, so I first instructed that live ammunition should absolutely not be given to individual personnel."

General Gwak was one of the individuals who directly implemented the emergency martial law declared abruptly by President Yoon Seok-yeol on the night of the 3rd, and he was responsible for mobilizing martial law troops from his unit.
