New Year Budget Increased by 3.4% to 945.5 Billion Won
On the 18th, Lee Soon-hee, Mayor of Gangbuk-gu, Seoul, announced the direction of district administration through a policy speech at the 2nd regular meeting of the 279th session of the Gangbuk District Council, stating, “In celebration of the 30th anniversary of the district’s establishment in 2025, we will prepare for a second leap forward as a city where pristine nature and urban infrastructure harmonize.”
The mayor explained the business plans for Gangbuk-gu to grow into a city where comfortable rest in nature coexists with urban infrastructure, making it a place where anyone would want to visit and live, dividing the plans into five major areas.

First, next year, Gangbuk-gu plans to prepare for its second leap forward with bold changes in celebration of the 30th anniversary of its establishment. With recent easing of height district regulations and improvements in redevelopment-related regulations marking a new turning point in urban development, the district will accelerate the construction of the new district office building to establish it as a landmark in the northeastern area. At the same time, it will promote the reorganization of the district unit plan around Mia Sageori Station, attract the new Gangbuk Line of the urban railway, and ensure the timely completion of the Dongbuk Line, securing mid- to long-term growth engines through the expansion of urban infrastructure.
Second, by establishing a Gangbuk-style wellness foundation, the district aims to become a natural city where anyone wants to stay. The creation of Uiryeong Cultural Park and Healing Deck Road, and the construction of a public library will be steadily promoted. Additionally, the Uidong family camping site will be expanded, and a large-scale flower garden will be cultivated around Uidong 132 area. The construction of a public parking lot at Uidong Transportation Plaza will also be pursued simultaneously to enhance accessibility.
Moreover, by March next year, Uicheon Stream will be developed into an attractive waterfront space with various sights and resting areas. The construction of the Bukhansan Citizen Observatory and the creation of a Hanok Village in Suyu-dong will also be steadily advanced.
Third, to grow into a city where anyone wants to visit and live with solid urban infrastructure, efforts will be made to renovate residential complexes, expand villa management offices, enhance facilities to respond to heatwaves and cold waves, repair aging sewage pipelines, install additional safety facilities for transportation-vulnerable groups, and modernize recycling sorting facilities, all aimed at becoming a sustainable eco-friendly city.
Fourth, to become a reliable support for residents’ lives through comprehensive welfare covering all generations, the district will devote its best efforts to projects such as the personal budget system for the disabled, development and dissemination of customized jobs for the elderly, establishment of the 2nd Comprehensive Childcare Support Center, support for youth career exploration through the Companion Card, and strengthening psychological and emotional support for children.
Fifth, the district plans to increase urban vitality with differentiated content that highlights Gangbuk’s characteristics through modernization support for traditional markets, systematic consulting for local commercial districts, fostering of the fashion sewing industry, craft culture, and smart farm industry, and various festivals. In particular, around March 1st next year, the 30th anniversary of the district’s establishment, a Gangbuk Culture Week will be held to reflect on its significance and provide an opportunity to celebrate with residents.
Meanwhile, the total budget for Gangbuk-gu next year is 945.5 billion KRW, an increase of 3.4% compared to this year, with 924 billion KRW allocated to the general account and 21.5 billion KRW to the special account.
Mayor Lee Soon-hee stated, “Considering the difficult financial conditions, the budget was prepared with a focus solely on the happiness of the residents and with careful consideration to prepare for Gangbuk-gu’s second leap forward.” She added, “We will continue to remember the original intention of the 8th elected term, ‘Gangbuk that empowers my life,’ and do our best to be a reliable support for the lives of our residents.”
