Hwaseong-si-LH Agreement Signed... Project Operator Recruitment
Priority Negotiation Candidate to be Selected in March Next Year
Hwaseong City in Gyeonggi Province and Korea Land and Housing Corporation (LH) have officially begun the schedule to attract a large-scale general hospital to Dongtan 2 District.
On the 18th, Hwaseong City signed a business agreement with LH Southern Gyeonggi Regional Headquarters at the central conference room of the city hall for the "Attraction of a large-scale general hospital and expansion of medical services in Dongtan 2 District, and establishment and activation of a regionally complete medical system." In particular, LH announced a public recruitment for a "comprehensive hospital construction package-type development project private operator" to attract a general hospital in Dongtan 2 District along with the signing of the agreement. The target site for this announcement is 192,971㎡ across four blocks within Dongtan New City. By block, these are ▲ Medical Block 1: 43,659㎡ (quasi-residential) ▲ Support Block 77: 36,309㎡ (quasi-residential) ▲ C32 Block: 55,593㎡ (general commercial) ▲ C33 Block: 57,410㎡ (general commercial).
Medical Block 1 allows for the construction of hospital facilities, research institutes, and elderly medical welfare facilities. Support Block 77 permits the installation of sales and related support facilities. The general commercial areas C32 and C33 blocks are sites where 2,123 and 2,159 households respectively, along with commercial facilities, can be built.
LH will hold a business briefing session at SETEC in Seoul on the 22nd, followed by the receipt of letters of intent on the 25th. Subsequently, on the 10th of next month, they will receive business application confirmation letters, and on the 26th-27th of next month, they will accept business application documents. LH plans to complete the selection of the preferred business negotiation partner by March next year.

Mayor Jeong said, "To attract a large-scale general hospital, the city has continuously consulted not only with university hospitals interested in investing but also with LH on attraction plans," adding, "With this agreement, we can now start the public recruitment for selecting a medical complex operator." Mayor Jeong also stated, "Hwaseong City will actively support related administrative procedures to improve the quality of health and medical services for citizens."
Hwaseong City’s move to attract a large-scale general hospital is based on the assessment that despite having a population of 1.03 million as of November, ranking first in population growth rate in Gyeonggi Province and second nationwide in birth rate, the number of hospitals is severely insufficient. Currently, there is only one general hospital with more than 300 beds in Hwaseong City, and emergency medical institutions and emergency medical resource centers are also lacking. As a result, the number of beds per 1,000 people is 6.6, which is less than half of the national average of 14.1 beds.
Meanwhile, the recruitment of a general hospital operator in Dongtan 2 New City became possible after the Ministry of Land, Infrastructure and Transport approved and announced the "Dongtan 2 District Development Plan and Implementation Plan Amendment" on the 25th of last month. The amended development plan includes ▲ the creation of a "medical complex town" that supplies medical facility land, support facility land, and residential-commercial complex land as a package to attract a large-scale general hospital ▲ securing elementary and middle school sites to alleviate class overcrowding ▲ establishing a cultural park and constructing a large-scale cultural and sports center within the park for citizens’ cultural life. The amendment also changed the central support-type urban support facility land located behind the existing medical facility land where the university hospital is situated into medical support-type urban facility land, allowing medical institutions, research institutes, and elderly medical welfare facilities to be located there.
The city expects that the construction of the general hospital will support the growth of the medical and bio industries as a hub. Additionally, with the addition of university hospital-level medical facilities within the area, it is anticipated that not only will high-quality medical services be provided, but a regionally complete medical system can also be established.
