At the meeting, four special city mayors (Goyang, Yongin, Suwon, Changwon) and the mayor of Hwaseong discussed matters related to the enactment of the Special Act to Support Special Cities. In particular, they shared the need to secure the legal status and financial special cases of special cities and sought concrete measures.
The Special City Mayors' Council plans to first promote a meeting with the National Assembly within the year to ensure the smooth passage of the Special Act to Support Special Cities.
Currently, four special bills related to support for special cities have been proposed by lawmakers, and the Ministry of the Interior and Safety’s government legislative bill is also planned to be submitted to the National Assembly soon, making communication with the National Assembly more important than anything else.
They also agreed to discuss and steadily promote various issues such as urging the implementation of tasks not reflected in the special act, jointly proposing improvements to the special city system, and securing legal status and financial special cases.
Lee Dong-hwan, Mayor of Goyang Special City, stated, “Looking at the Special Act to Support Special Cities, which was legislatively announced by the Ministry of the Interior and Safety on October 11, I regret that the legal status and organizational and financial special cases that special cities have repeatedly requested have not been reflected.” He emphasized, “Securing the legal status and financial autonomy of special cities, which are directly linked to improving the quality of life of local residents, must be included in the support special act.”
Meanwhile, the Special Act to Support Special Cities is scheduled to be submitted to the National Assembly in December after the legislative announcement period ends on the 20th.
