Gyeonggi-do to Provide Advisory on Basic Reconstruction Plan for 1st Generation New Towns Gyeonggi-do Urban Planning Committee Workshop

Gyeonggi Province will provide consultation on the basic reconstruction plans for the first-generation new towns.


On the 25th, Gyeonggi Province announced on the 24th that it will hold a provincial urban planning committee meeting to provide preliminary consultation on the basic plans for Anyang and Gunpo cities in order to shorten the required period for the reconstruction of the first-generation new towns.


Currently, redevelopment projects such as reconstruction proceed through procedures at the city or county level including ‘basic plan establishment - maintenance plan establishment - promotion committee - association approval - project implementation plan approval - management disposition plan approval - groundbreaking - completion’ submitted to Gyeonggi Province, which takes an average of 12 years.


Among these, the basic plan approval process usually takes about six months, but Gyeonggi Province’s plan is to significantly reduce the time required for residents of the first-generation new towns who are living in poor residential environments.


Specifically, Gyeonggi Province plans to change the existing method where the basic plan approval application is submitted and then reviewed and deliberated by the urban planning committee, by participating in the process from the establishment of the basic plan by the city or county to shorten the review period.


Earlier, Gyeonggi Province coordinated in advance with local governments on key issues such as ▲consistency of the city master plan (population plan) ▲capacity sufficiency of infrastructure such as water supply and sewage, parks, and schools ▲setting of appropriate planned population through the first working-level meeting in March, data review in April, second working-level meeting in May, data review in June, and third working-level meeting in July.


In particular, continuous discussions are underway to establish facility expansion plans to address insufficient infrastructure caused by large-scale redevelopment projects, which some residents are concerned about.


Based on this, Gyeonggi Province plans to support the rapid and smooth promotion of redevelopment projects in aging planned cities by shortening the review schedule as much as possible through preliminary consultation with the Gyeonggi Province Urban Planning Committee before local governments apply for basic plan approval.


Lee Gye-sam, Director of the Urban Housing Office of Gyeonggi Province, said, "Gyeonggi Province plans to promote redevelopment projects in aging planned cities as future cities that respond to urban problems caused by demographic changes leading to a super-aged society and abnormal climate, and strengthen self-sufficiency functions. We will do our best to cooperate actively with cities to ensure that the basic plans are approved within this year."
