Moon Da-hye (41), daughter of former President Moon Jae-in, who was booked on charges of drunk driving, was reportedly so intoxicated that she was kicked out of a restaurant on the day of the incident. On the 8th, Seoul Shinmun reported that Moon had three rounds of drinking sessions lasting about seven hours from the evening of the 4th until the early hours of the next day before causing the accident. According to the movement confirmed through closed-circuit television (CCTV) at the time, Moon parked her car in front of a building around 6:57 p.m. on the 4th and entered a nearby Korean beef restaurant. After moving to another place for the second round of drinks, Moon stayed with two companions past midnight.
At around 12:38 a.m. the next day, she visited a restaurant in the alley where she had parked her car with her companions but was kicked out. The restaurant owner told Seoul Shinmun, "At that time, (Moon) appeared to be very drunk, so we asked her to leave, but she slammed the table and demanded more alcohol. A male companion persuaded her to go elsewhere, and they left the store."
Afterward, Moon visited another restaurant, and later, CCTV captured her staggering along the alley and attempting to open the door of a car that was not hers. She then got into her own vehicle and, at around 2:51 a.m. on the 5th, while driving her Casper car in front of the Hamilton Hotel in Itaewon, Yongsan-gu, Seoul, collided with a taxi while changing lanes. Investigations revealed that Moon attempted to change lanes without using the turn signal, resulting in the collision with the taxi.
The blood alcohol concentration of Moon, confirmed through a breathalyzer test conducted by police who responded to the scene following the taxi driver's report, was 0.149%, which is above the license cancellation level (0.08% or higher). After the accident, Moon took a breathalyzer test once at the scene and then walked to a nearby police box. There were no passengers in Moon’s vehicle at the time, and the police explained that she did not refuse the test. However, during this process, she was seen resisting the hand of a female police officer who tried to support her.
CCTV footage just before the accident also showed Moon violating other traffic laws, such as making a left turn from a right-turn-only lane at a red light. The police, who booked Moon for violating the Road Traffic Act, plan to investigate other possible traffic violations based on the detailed circumstances of the drunk driving and the taxi’s black box footage they secured.
