AI Deepfake Detection 'Seoul Ansim Eye' Developed
The Seoul Metropolitan Government and the Korea Communications Standards Commission (KCSC) will operate a 'hotline' to delete deepfake pornographic videos within 24 hours. Until now, the Seoul Digital Sexual Crime Safety Support Center had to submit evidence each time it requested deletion from the KCSC, but now, through system linkage, it can request the deletion of a large number of cases at once.
To this end, Seoul Mayor Oh Se-hoon and KCSC Chairman Ryu Hee-rim signed a 'Deepfake Pornographic Video Deletion Support Business Agreement' at City Hall on the afternoon of the 28th, focusing on these details.

The core of this agreement is to simplify the procedures required for video deletion and blocking measures through the KCSC. If deepfake videos circulating in closed SNS spread to pornographic sites or other SNS and a damage report is filed, measures will be taken to delete and block them within 24 hours.
This hotline will be operational from today. Seoul will open a dedicated deepfake SOS consultation window in an open chat room and assign two victim support officers to guide on reporting methods and crime evidence collection. For necessary support such as investigation and legal assistance, victims will be connected to the Seoul Digital Sexual Crime Safety Support Center. Additionally, by the end of this year, a system will be established to monitor victim situations 24 hours a day and automatically report problematic videos for deletion.
Seoul is currently monitoring victim videos using AI technology, where counselors report deletions based on AI-monitored content. In the future, in cooperation with the Seoul Institute, AI will perform the entire process from video search to reporting automatically. Especially next year, Seoul plans to develop 'Seoul Safe Eye,' an AI-based deepfake detection technology that distinguishes between deepfakes and original photos/videos. Through this, Seoul expects to dramatically improve the detection of victim videos compared to the current method, which requires existing produced videos to identify similarities and find distributed videos.
In addition, education targeting children and adolescents will be strengthened. Starting in September, deepfake prevention education will be provided to 50 classes and 1,000 students in elementary, middle, and high schools. Mayor Oh said, "From today, we are establishing a deepfake video deletion hotline with the KCSC to delete videos within 24 hours," adding, "We will immediately support the deletion of victim videos and provide 'one-stop' support for victims."
