Dobong-gu Operates 24-Hour Disaster Safety Headquarters for Wind and Flood Damage... Full Effort to Prepare for Flood-Prone Households

Dobong-gu (Mayor Oh Eon-seok) will operate a disaster safety countermeasures headquarters for flood and typhoon-related disasters from May 15 to October 15, a period of five months, to respond proactively and swiftly to heavy rain and typhoon-related flood damage. The headquarters will operate 24 hours a day during this period.

The headquarters is composed of the mayor as the head and 13 practical teams including ▲Situation Management Team ▲Facility Restoration Team ▲Life Support Team, and is responsible for overseeing and coordinating all matters related to disaster preparedness and recovery.

Previously, the district conducted a comprehensive inspection of flood-prone areas and flood control facilities to prevent flood damage and completed preemptive measures for any deficiencies.

Additionally, to prevent flooding damage to semi-basement houses, preventive projects such as dredging and improving sewage pipes and rainwater inlets, and installing flood prevention facilities for semi-basement houses were promoted.

On the 7th, a field training session was conducted to strengthen the capabilities of flood disaster response personnel. The training included operating pumps, stacking sandbags, and installing portable water barriers.

This year, the district plans to make every effort in preemptive response and measures to reduce damage to flood-vulnerable households.

When flood warnings and alerts are issued, the district will activate the ‘Flood Disaster Vulnerable Accompaniment Partner.’ The ‘Flood Disaster Vulnerable Accompaniment Partner’ is a support system composed of care officials, community leaders, and neighbors to protect 26 designated vulnerable households such as severely disabled persons and elderly residents living in semi-basement houses.

Care officials disseminate weather information to the accompaniment partners (community leaders and neighbors) through emergency contact systems such as phone calls and KakaoTalk, and the accompaniment partners respond to the vulnerable households to conduct inspections and assist evacuation if necessary.

There is also a plan to prevent damage caused by river flooding in advance. The district will remotely block river access from the disaster safety countermeasures situation room in preparation for river isolation accidents during heavy rain and operate a river patrol team composed of police and voluntary disaster prevention groups.

Oh Eon-seok, Mayor of Dobong-gu, said, “We have completed thorough preemptive preparations to prevent damage to residents from flood disasters. However, since unexpected situations such as abnormal weather may occur, we will not lower our guard and will continue to implement flood control measures.”
