Yeongdeungpo-gu (District Mayor Choi Ho-kwon) announced that it has established and will actively implement the 2024 comprehensive plan for visiting health and welfare services to realize a "Yeongdeungpo, a welfare city where everyone is 多 happy."
In response to the continuous occurrence of welfare crisis cases, the district has concretized a total of 31 detailed tasks across four major areas to systematize the discovery of blind spots and prevent households at risk of social isolation.
The main contents consist of four areas: ▲expansion of the visiting health and welfare service functions at the neighborhood (dong) level ▲proactive discovery and linkage support for households in welfare crisis ▲discovery of crisis households at the dong level ▲linkage and cooperation with related organizations within the local community, encompassing 31 key tasks.
Expansion of Visiting Health and Welfare Service Functions at the Dong Level
First, the district will strengthen the welfare counseling function of the dong community service centers, which serve as the first gateway for residents to encounter welfare administration. To build infrastructure and enhance the work capabilities of the visiting health and welfare teams, systematic internal and external professional training will be provided and made mandatory. On April 26, a “District-Specific Specialized Training for Revitalizing Local Welfare” was conducted.
In particular, a booklet titled “Guide to Visiting Customized Welfare Administrative Services,” which organizes and reflects all new and changed projects for 2024, was produced in 2,200 copies. This allows residents to easily understand various welfare services according to life cycle and welfare recipients at a glance.
Proactive Discovery and Linkage Support for Households in Welfare Crisis
The district will further strengthen the establishment of the “Yeongdeungpo-type Welfare Community” through collaboration between public and private organizations to proactively discover households in welfare crisis. Activities of the “Honorary Social Welfare Officers,” part of Yeongdeungpo-gu’s planned discovery projects, will be revitalized to quickly identify signs of neighbors in crisis and continuously provide appropriate support.
Additionally, 3,500 memo pads containing information on how to report welfare-vulnerable groups were produced and distributed to daily life businesses such as management offices, real estate agencies, convenience stores, and pharmacies, making multifaceted efforts to proactively discover households at risk.
Discovery of Crisis Households at the Dong Level
The district plans to concretize plans for each of the 18 dongs within the area to effectively promote the discovery of crisis households. This year, the target for discovering crisis households per dong has been set at more than 10% higher than last year, and a “Hidden Crisis Household Discovery Promotion Plan” tailored to each situation will be established to make every effort to find potential crisis households.
Also, in February, using the “Yeongdeungpo Love Fund” raised through the 2024 Warm Winter Campaign, new projects such as dental treatment costs for middle-aged adults and Yeongdeungpo-style moving expense support will be promoted.
Linkage and Cooperation with Related Organizations within the Local Community
The district will expand the number of community-based comprehensive social welfare centers from one in 2023 to two, forming a dense resident network through local network construction. Participatory welfare projects such as the “Residents Together, Residents Centered” initiative will be strengthened to explore local social issues and solutions together with residents.
Choi Ho-kwon, Mayor of Yeongdeungpo-gu, stated, “Through this comprehensive plan, we will do our best to discover welfare blind spots and prevent solitary deaths,” adding, “We will continue to create a warm Yeongdeungpo community that embraces everyone by preparing relationship-centered welfare policies through organic cooperation between the private and public sectors.”
