Changwon Special City Leads the Next 50 Years with Changwon-Style Innovative Talent Development

Related Agencies Gathered to Develop an Implementation Plan for the Education Special Zone

Changwon Special City in Gyeongnam has decided to take the lead in nurturing customized talents and high-level manpower for companies as a way to overcome the crisis of population decline and local extinction and to drive future innovative growth.


On the 18th, the city held a meeting with related organizations at the city hall conference room to prepare a talent development plan tailored to the needs of companies in response to changes in the industrial structure, focusing on nurturing technical talents at specialized high schools linked to the Education Development Special Zone.

At this meeting, related organizations including Changwon City, the Office of Education, schools, companies, Changwon Industry Promotion Agency, Gyeongnam TP, and Gyeongnam ICT Association agreed to cooperate to prepare educational programs connected to employment so that specialized high school students can gain practical experience required by companies, find jobs without difficulty, and settle in the region.


An attendee from a university stated that although Changwon is indeed a manufacturing city, the younger generation, who seek diversity and entertainment, tend to crave culture and content, and thus attention should also be paid to expanding related job opportunities.


Another high school attendee raised the issue of communication gaps between companies and schools and suggested holding workshops between schools and HR managers of small and medium-sized enterprises and mid-sized companies.


Based on the results of today’s meeting, the city plans to reflect the opinions of related organizations and business plans in the Changwon-type special zone implementation plan, which will be reviewed and approved by the Ministry of Education’s Education Development Special Zone Committee at the end of May, to establish a solid and sustainable leading model.


Changwon Special City, which includes the national industrial complex celebrating its 50th anniversary this year, has been the cradle of the largest machinery industry in Korea and has led the country’s manufacturing and economic development.

Nevertheless, while the hardware infrastructure is excellent, there have been criticisms that software aspects such as nurturing high-level manpower in response to the advent of the 4th Industrial Revolution and the reorganization of new industries are lacking.


Accordingly, the city is promoting a Changwon-type innovative talent development system led by the region for the next 50 years, not the past 50 years.


The related contents include ▲ nurturing customized talents linked to regional resources through the Changwon-type Education Development Special Zone ▲ fostering high-level manpower through bold innovation led by local universities ▲ expanding professional service occupations by establishing a medical school.


Jang Geum-yong, the first deputy mayor, said, “I hope that the core of the Changwon-type innovative talent system, ‘customized talent and high-level manpower development led by regional governance,’ will strengthen future competitiveness and become the driving force for innovative growth over the next 50 years.”
