From the 7th to the 13th, 24 tasks in 5 major areas including safety, sharing, traffic, daily life, and establishment of public service discipline will be promoted
Seoul Gangbuk-gu (District Mayor Lee Soon-hee) is implementing a comprehensive Lunar New Year plan from the 7th to the 13th, focusing on areas closely related to residents' daily lives such as safety, sharing, traffic, living, and establishment of public service discipline to ensure a safe and comfortable holiday.
First, in the safety sector, 13 key tasks will be promoted, including establishing disaster response systems for accidents, fires, and heavy snowfall, safety management of facilities and construction sites, and food safety management.
The district operates a Disaster Safety Situation Room and Integrated Support Headquarters to minimize disaster response gaps during the Lunar New Year holiday. The head of the Disaster Safety Situation Room has been elevated from a duty officer to a director-level position to strengthen rapid initial command capabilities. Additionally, the district newly introduced the on-site crowd management system developed by the Ministry of the Interior and Safety to enable situation alerts during crises, and opened a KakaoTalk disaster response chatroom for quick situation dissemination and sharing during the holiday.
Moreover, Gangbuk-gu is strengthening its emergency response system against heavy snowfall during the Lunar New Year. In particular, a real-time snow removal site management system has been established, and automated snow removal material spreaders have been deployed to electric community centers for more effective snow removal operations. Alongside this, three forward bases for stockpiling snow removal materials have been set up and maintained at Pallaegol, Bohun Hall, and Daehan Hospital to ensure rapid snow removal work. As a preemptive measure for vulnerable snow removal points, 168 locations including mountain passes have been inspected and replenished with snow removal boxes, and 303 "Calcium Chloride Storage Houses" have been operated to meet residents' demands for snow removal.
In addition, 52 disaster-vulnerable facilities such as large construction sites and steep residential slopes have been inspected by inspection teams composed of responsible public officials, architectural safety team experts, and external specialists to enable immediate response systems in case of disaster situations.
The district also promotes support projects for low-income residents to ensure that marginalized groups can spend a warm holiday. To this end, holiday consolation funds are provided to about 15,000 low-income households, along with holiday gift support for low-income disabled residents, protection for the homeless, and meal support for children at risk of food insecurity.
Furthermore, traffic measures are being implemented, including enhanced patrols in traffic-vulnerable areas and intensive crackdowns on illegal parking in densely populated areas. Especially to revitalize the Lunar New Year economy for ordinary citizens, enforcement in traditional markets and small-scale restaurant clusters on roads with fewer than six lanes will focus mainly on guidance rather than penalties.
Other measures related to residents' daily lives, such as cleaning, safe fuel supply, emergency medical systems, and price stabilization, are also being promoted. From the 9th to the 12th, 403 personnel will be mobilized to operate rapid garbage collection teams, collect trash along streets and vulnerable areas, collect recyclables along main roads, inspect multi-use facilities, and educate against illegal dumping.
Since garbage disposal is prohibited for three days from the 8th to the 10th, special cleaning operations will be conducted for seven days before and after the holiday (from the 2nd to the 8th and from the 13th to the 19th). Food safety will also be ensured through guidance and inspections of seasonal and gift foods mainly consumed by residents in preparation for the holiday.
An emergency medical situation room will be operated for four days from the 9th to the 12th to prepare for emergencies during the holiday. The situation room will handle ▲ complaints related to emergency medical accidents ▲ information on open hospitals, clinics, and pharmacies ▲ inspections of personnel and equipment at emergency medical institutions.
Additionally, to correct the public service discipline that tends to slacken during the Lunar New Year and other holidays, the district plans to implement special audits and special inspections of duty status to establish a trustworthy public service culture.
