Child sex offender Jo Doo-soon was caught violating a nighttime outing restriction order and was prosecuted without detention.

According to the legal community on the 15th, the Criminal Division 2 of the Ansan Branch of Suwon District Prosecutors' Office (Chief Prosecutor Choi Seon-gyeong) announced that Jo Doo-soon was prosecuted without detention on charges of violating the Act on Electronic Monitoring Devices.


Jo Doo-soon is accused of leaving his residence in Ansan, Gyeonggi Province, at around 9:05 p.m. on the 14th and going out without permission for about 40 minutes. After leaving the house, Jo was caught wandering around a police security post near his residence.


During the police investigation, Jo Doo-soon stated that he went out without permission due to family conflicts, saying things like "I had a fight with my wife" and "Life in prison was difficult," and was found to have wandered around the police security post near his residence.


Although the police requested Jo Doo-soon to return home, it is known that he refused for a while.


After Jo Doo-soon's unauthorized outing, the Ansan Probation Office received a violation alert from the control center and sent probation officers to the scene. Jo returned home after about 40 minutes.


The prosecution immediately responded using a hotline with the Ansan Probation Office and warned Jo Doo-soon to prevent recidivism. Additionally, after supplementary investigations including collecting and reviewing sentencing materials such as probation office interview logs, Jo was brought to trial considering the necessity of preventing reoffense.


Meanwhile, Jo Doo-soon currently lives with his wife and family at his residence, and nighttime outings after 9 p.m. are prohibited. Police and city hall have deployed security posts, monitoring personnel, and 34 CCTVs at 20 meters and 150 meters from Jo’s residence to monitor him continuously.


Previously, Jo Doo-soon was sentenced to 12 years in prison for kidnapping and sexually assaulting an elementary school student in front of a church in Ansan in December 2008, causing serious injuries, and was released on December 12, 2020.


At the time of his release, the court decided on special compliance measures prohibiting nighttime outings during the 7-year period of electronic monitoring device attachment.
