Changing Systems and Policies, Implementation of 56 Projects by Sector
Haenam-gun, Jeollanam-do, will implement new systems and policies starting next year, including a new project to provide half-price agricultural materials support for small and medium-sized farms.
According to the county on the 11th, a total of 56 projects, including newly launched initiatives in 2024 and those with major changes in content, have been finalized. The county has committed to flawless implementation to improve the convenience of residents' lives.
The systems and major policies changing from 2024 cover five sectors: administration and economy, welfare and environment, safety and construction, agriculture, fisheries and livestock, and culture and tourism, totaling 56 projects.
In the agriculture, fisheries, and livestock sector, the Haenam-type half-price agricultural materials support project for small and medium-sized farms ranging from 0.1 to 1 hectare will be implemented for the first time to reduce the management burden on farm households.
The Young Fishermen Return-to-Fishing Internship Support program will also be conducted, which provides partial payment support when young fishermen return to fishing and work as practical trainees. Additionally, a project to purchase licensed fishing vessels and lease them long-term to young people at affordable costs will be carried out.
Furthermore, the Haenam-type Youth Startup Support project will support startup education for prospective and early-stage young entrepreneurs. Support for youth housing settlement will be strengthened through initiatives such as suit rental services for interviews, expansion of the youth cultural space Dodream House, and increased support for vacant house repair costs.
Veterans' benefits and survivor allowances for war veterans will be increased, and the scope of support will be expanded. The Hope House project will provide temporary housing for victims of residential fires, and a customized mental health healing program for vulnerable groups will also begin.
New projects to reduce the burden of childbirth and parenting will be introduced, including pre-pregnancy health management and diagnostic fee support for infertile couples, as well as support for delivery medical expenses and postpartum care costs at obstetrics and gynecology clinics within the county. Existing childbirth and parenting policies will also be significantly strengthened and promoted.
In the safety and construction sector, support will be provided for the installation of regenerative braking devices in elevators in apartment complexes, and new rear traffic monitoring equipment capable of cracking down on two-wheeled vehicle traffic violations will be installed.
The real-time civil complaint consultation chatbot service "Haenam Civil Consultation Talk," which has been piloted since October, will be fully implemented next year. A passport delivery service visiting residents will be launched to facilitate civil complaints for seniors aged 80 and over and people with severe disabilities.
In the culture and tourism sector, contents include the transition of existing cultural assets to a national heritage system and an increase in support amounts for sports class vouchers for low-income and disabled persons.
Detailed information on the systems and policies changing next year can be found in the county administration notices on the Haenam-gun website.
County Governor Myeong Hyeon-gwan said, “In addition to the changing systems and policies of the government and Jeollanam-do, we plan to discover additional new policies implemented independently by Haenam-gun to provide more benefits to residents. We will continue to do our best in policy development and promotion for the happiness of residents and the development of county administration.”
