On the 22nd, the Gwanak Police Station in Seoul announced that they had applied for an arrest warrant for Jo on charges of murder. Jo stated the motive for the crime as, "I live unhappily, so I wanted to make others unhappy as well, and I committed the crime filled with anger." Regarding the location of the crime, he said, "I had visited several times before with friends to drink, so I knew it was a crowded place and chose it accordingly."
The police initially reported that Jo committed the crime under the influence of drugs immediately after his arrest, but he later retracted this statement. Jo tested negative in a preliminary drug screening test. The police have requested a detailed analysis from the National Forensic Service for an accurate examination.
The pre-arrest suspect interrogation (warrant hearing) for Jo will be held at 2 p.m. on the 23rd at the Seoul Central District Court. Once Jo is in custody, the police plan to conduct a psychopathy diagnosis and thoroughly investigate the circumstances of the crime.
Jo is accused of stabbing a man in his 20s multiple times with a weapon near the entrance of an alley in a commercial area near Sillim Station at around 2:07 p.m. the previous day, then moving further into the alley and wielding the weapon at three men in their 30s. The man in his 20s was transported to the hospital but ultimately died. Among the three men in their 30s, one has been treated and discharged, while the other two are still undergoing treatment.
Jo has three prior convictions for assault and other offenses and has been sent to the juvenile court 14 times. He has no particular occupation, and it has been confirmed that he had no acquaintance with any of the four victims.
