Fire Agency, Establishes '119 Emergency Smart System'

Performing the Role of a Data Hub During Disaster Occurrences

[Asia Economy Reporter Kiho Sung] The National Fire Agency announced on the 15th that it will establish the ‘119 Emergency Smart System’ to enable rapid severity classification and hospital transfer in the event of multiple casualties.

The ‘119 Emergency Smart System’ is designed to systematically manage casualty information using nationwide integrated emergency terminals, strengthen the multiple casualty management system by sharing medical information through real-time linkage with medical institutions, and is planned to be established by November.


The system primarily utilizes the emergency serial number (such as QR codes) generated when creating the emergency report as the Emergency Patient Number (EPN) to share patient information, including medical history and underlying diseases, with medical institutions, enabling rapid response in the early stages of a disaster.


Previously, 119 emergency responders arriving at the scene classified severity according to the severity classification table and re-entered the information into the multiple casualty management system, operating the emergency activity information system in a dispersed manner. By integrating and operating it as a ‘Multiple Casualty Integrated Management System,’ it is expected that systematic and unified data management will become possible.


Additionally, the system aims to manage emergency data from cities and provinces nationwide collectively, conduct quality control of emergency services through statistics and analysis, and improve the emergency treatment capabilities of emergency responders.


Kim Taehan, head of the 119 Emergency Division at the National Fire Agency, stated, “Through the establishment of the ‘119 Emergency Smart System,’ the fire department, which arrives first at the scene during disasters, will be able to serve as a data hub for related and public institutions based on the initially collected casualty information.” He added, “We will do our best to build a flawless system to enable rapid early response in the event of national disasters and infectious disease outbreaks.”
