[Asia Economy Reporter Park Jong-il] Yeongdeungpo-gu (Mayor Choi Ho-kwon) announced that ahead of the Lunar New Year holiday, it plans to make early payments totaling 3.3 billion KRW to 42 companies contracted with the district to alleviate their financial difficulties and revitalize the local economy.
This initiative aims to simplify the payment procedures for contracts related to construction, services, and supplies to secure companies' cash flow and promote economic stability for businesses and workers.
Typically, the district completes progress and final inspections within 14 days at most and pays the fees within 5 days after receiving payment claims from companies.
However, ahead of the Lunar New Year, for progress and final inspections without defects, inspections will be completed immediately or within 7 days, and payments, which were previously made within 5 days, will be expedited to within 3 days, with all payments to be executed by January 20.
In particular, labor costs related to wages will be shortened to within 2 days to ensure prompt payment. Payments for small-scale projects or goods purchases promoted by each department and community service centers will also be completed before the holiday.
Additionally, companies that meet the conditions to receive advance payments before the Lunar New Year will be encouraged to apply to facilitate smooth cash circulation.
Mayor Choi Ho-kwon said, "To ensure that construction companies and local businesses do not face difficulties in financing during the Lunar New Year, we have decided to promptly pay various fees such as construction and services," adding, "We will do our best to stabilize residents' lives and revitalize the local economy so that everyone can have a rich and warm Lunar New Year."
Dongjak-gu issues 15 billion KRW worth of Dongjak Love Gift Certificates with 7% discount for Lunar New Year
Dongjak-gu (Mayor Park Il-ha) announced on the 17th that it will issue 15 billion KRW worth of Dongjak Love Gift Certificates starting at 11 a.m. on the 18th to celebrate the Lunar New Year.
The Dongjak Love Gift Certificates can be purchased at a 7% discount, with a maximum purchase limit of 700,000 KRW per person and a total holding limit of 2 million KRW.
Purchasing channels include five platforms: the Seoul Pay Plus app, which is dedicated to purchasing and payment of Seoul Love Gift Certificates, as well as T-money Pay, Shinhan SOL, Moneytree, and Shinhan PLAY.
Besides purchasing with cash after account registration, purchases can also be made using credit or debit cards (only Shinhan Card applicable), and recharging can be done in units of 10,000 KRW.
Additionally, a 30% income deduction benefit is available during year-end tax settlement.
The Dongjak Love Gift Certificates can be used at about 9,000 Zero Pay affiliated stores within the district, including traditional markets, supermarkets, and beauty salons, excluding large marts and department stores.
Unused gift certificates can be fully refunded if canceled within 7 days from the purchase date, and if more than 60% of the face value is used, the remaining balance excluding the discount amount can be refunded.

Geumcheon-gu issues 10 billion KRW worth of G-Valley Love Gift Certificates for Lunar New Year
Available for purchase from 10 a.m. on the 18th via Seoul Pay+ app and others
Geumcheon-gu (Mayor Yoo Sung-hoon) will issue the first Geumcheon G-Valley Love Gift Certificates of the new year on the 18th to promote local consumption and increase sales for small business owners.
The Geumcheon G-Valley Love Gift Certificate is a type of Seoul Love Gift Certificate that can only be used within Geumcheon-gu and is a mobile local currency.
The issuance scale this time is 10 billion KRW. Individuals can purchase gift certificates at a 7% discount up to a monthly limit of 700,000 KRW, and a 30% income deduction benefit is also available during year-end tax settlement.
Purchases can be made from 10 a.m. on the 18th through five apps: Seoul Pay Plus, Shinhan SOL, Shinhan PLAY, Moneytree, and T-money Pay. The certificates can be used at about 7,000 affiliated stores excluding restricted sectors such as large marts.

Songpa-gu issues 9 billion KRW worth of Songpa Love Gift Certificates for Lunar New Year
First issuance and sale of 9 billion KRW Songpa Love Gift Certificates at 3 p.m. on the 19th
Songpa-gu (Mayor Seo Kang-seok) will issue and sell the first batch of Songpa Love Gift Certificates worth 9 billion KRW on the 19th in celebration of the Lunar New Year.
Mobile local currency allows consumers to purchase gift certificates at discounted prices, reducing household burdens, and benefits small business owners by eliminating payment fees through a simple mobile payment system, greatly aiding local economic revitalization.
Purchases at a 7% discount are available through five apps: Seoul Pay Plus, T-money Pay, Shinhan SOL, Moneytree, and Shinhan PLAY. Individuals can purchase up to 700,000 KRW per month with a total holding limit of 2 million KRW. Additionally, payment amounts with the gift certificates qualify for a 30% income deduction during year-end tax settlement.
Issuance and sales begin at 3 p.m. on the 19th and will end once sold out. To ensure smooth purchasing, it is recommended to download the relevant apps, complete membership registration, and account registration before the issuance date. Purchased gift certificates can be used at about 16,700 Seoul Pay affiliated stores in Songpa-gu.
The district has been steadily issuing Songpa Love Gift Certificates since 2020, and last year, a total of 36.9 billion KRW worth of certificates sold out immediately upon issuance, showing great popularity.
