[Asia Economy Yeongnam Reporting Headquarters Reporter Song Jong-gu] Changwon Special City in Gyeongnam is actively promoting the establishment and implementation of an integrated review operation plan for housing construction projects to improve unreasonable regulations and enhance demand-oriented administrative services.


The integrated review for housing construction projects is a system that consolidates and processes in one go the individual reviews previously conducted by separate departments related to housing construction projects, including ▲the Urban Planning Committee ▲the Architecture Committee ▲the Landscape Committee ▲and the Traffic Impact Assessment Committee.


Until now, the review process for housing construction projects proceeded sequentially through individual committees, resulting in a maximum approval period of over one year.


This prolonged review period has led to increased land prices and financial costs, deteriorating project feasibility and causing rises in sale prices, which in turn increased citizens' housing purchase costs and delayed housing supply, acting as one of the destabilizing factors in the housing market.


With Changwon City's promotion of integrated reviews, when a project implementer submits a housing construction integrated review, a joint committee of 25 to 30 members will be formed, including at least five members each from the already appointed urban planning, architecture, landscape, and traffic review committees under individual laws, as well as Changwon city officials. Through mutual supplementation among experts in each field, it is expected that in-depth discussions will lead to reasonable solutions.


In particular, compared to the previous individual reviews, the review period is expected to be shortened by up to one year, which is anticipated to have effects such as timely supply of apartment complexes and reduction of administrative and economic ancillary costs.


Moon Sang-sik, Director of the Urban Policy Bureau, stated, “By operating integrated reviews, we expect to shorten the civil complaint processing period, improve administrative work efficiency and reliability, and achieve housing stability and regional economic revitalization through rapid housing supply,” adding, “We will actively promote administrative services that citizens can feel through the operation of integrated reviews.”
