'Competence and Performance-Oriented'... Gangwon-do Improves 'Personnel System' Gangwon Provincial Government


[Asia Economy Reporter Ra Young-cheol] Gangwon Province announced an 'Improvement Plan for the Personnel System' to realize a 'working public service society.'


The province stated on the 28th, "We will promote five improvement tasks to operate personnel management based on ability and performance and to establish a professional public service society."


The personnel system improvements include ▲abolishing the multi-faceted evaluation system ▲promoting performance-centered work performance evaluations ▲introducing additional points for key pledge achievements ▲expanding personnel exchanges with central government ministries ▲and increasing the number of provincial transfer exams.


The 'multi-faceted evaluation system,' introduced to provide diverse evaluations among employees during promotions, will be abolished due to various side effects caused by evaluations based on school ties, regional connections, and personal networks rather than individual work ability, contrary to its original purpose.


To focus on ability-based evaluations, the ratio of work performance evaluations has been adjusted from the current 70% performance and 30% career to 80% performance and 20% career, increasing the weight of performance and reducing the weight of career.


An additional point system for outstanding achievements in key pledge projects has been introduced to operate an evaluation system that favors diligent public officials, and the 1:1 planned personnel exchanges between the province and central government will be expanded from the current 8 ministries to 10 ministries by 2024.


To strengthen the cooperation system between the province and cities/counties and to promptly replenish personnel with frontline experience, the provincial transfer exam, previously held once a year, will be expanded to twice a year, and the interview exam will be strengthened.


Jeong Il-seop, General Affairs and Administration Officer, said, "Through the improvement of the personnel system, we will smoothly promote the current projects of the 8th elected provincial government by realizing a work- and performance-centered public service society," adding, "We will continuously discover improvements in the personnel system to establish a rational personnel system."
