[Asia Economy Reporter Park Jong-il] On the 22nd, Oh Eon-seok, Mayor of Dobong-gu, met with Won Hee-ryong, Minister of Land, Infrastructure and Transport, at the National Land Development Exhibition Hall (18 Jeongdong-gil, Jung-gu, Seoul) to discuss major issues in Dobong-gu and requested smooth project implementation.
On this day, Mayor Oh Eon-seok proposed ▲ the original plan for full underground construction of the GTX-C line throughout Dobong-gu ▲ relaxation of floor area ratio for reconstruction projects in semi-industrial areas ▲ and easing of safety inspection standards for housing reconstruction projects.
Regarding the GTX-C line, he emphasized that operating the Dobong-gu section as an aboveground line at a time when the Ministry of Land, Infrastructure and Transport and Seoul City are promoting the underground construction of the Gyeongwon Line as a national policy contradicts the national policy direction. He pointed out that the feasibility of underground construction has already been sufficiently verified through preliminary feasibility studies, feasibility studies, and basic plans conducted by professional agencies.
He also expressed concerns that aboveground construction would deteriorate the residential environment of about 100,000 residents near the railway due to noise, dust, and vibration, leading to complaints.
Regarding the relaxation of floor area ratio for reconstruction projects in semi-industrial areas, he requested the prompt amendment of Article 54 of the Urban and Residential Environment Improvement Act to allow the relaxation of floor area ratio, which is currently limited to residential areas, to be applied to semi-industrial areas as well.
For the easing of safety inspection standards for housing reconstruction projects, he requested that the scoring criteria for structural stability in safety inspections for housing reconstruction judgments be relaxed from 0.5 to 0.3 to facilitate smooth reconstruction projects and expand housing supply.
Mayor Oh Eon-seok of Dobong-gu said, “We plan to continue consulting with Seoul City and the government to protect the valuable property rights and residential environment of our residents. Since the completion of the underground GTX-C line and the revitalization of reconstruction and redevelopment in the area are long-standing wishes of Dobong residents, we will focus all our capabilities to ensure that the residents’ intentions are realized.”
