Transition Team to Establish 'E-commerce Portal' for Monitoring Overseas Direct Purchase Customs Clearance President-elect Yoon Seok-yeol is announcing the inaugural cabinet list on the afternoon of the 10th at the 20th Presidential Transition Committee in Tongui-dong, Jongno-gu, Seoul.

The Economic Subcommittee 1 of the Presidential Transition Committee announced on the 11th that it discussed the "E-commerce Digital Infrastructure Establishment Plan" with the Korea Customs Service, focusing on this content.


The Transition Committee decided to discuss a digital infrastructure establishment plan with the Korea Customs Service to broadly support small business exports using e-commerce and to make overseas direct purchases more convenient for the public. Specifically, to facilitate import and export operations, they plan to undertake ▲reforming export performance verification procedures ▲operating a direct purchase portal service ▲establishing a digital customs clearance system.


It has been pointed out that small and medium-sized enterprises often have many small-amount and multiple export transactions, making it difficult to submit documents for each export customs clearance case and match them with foreign currency payment details when applying for export-related trade finance.


According to the Transition Committee, the number of people who issued personal customs clearance codes to use overseas direct purchase reached 20.44 million last year, surpassing 20 million cumulatively. The number of e-commerce export cases increased more than threefold over two years before and after COVID-19, recording about 40.5 million cases last year.


Accordingly, the Transition Committee plans to improve procedures so that the Korea Customs Service can directly provide export (shipment) details of e-commerce small and medium-sized enterprises to banks applying for trade finance.


Along with this, a "direct purchase portal service" will be established to allow overseas direct purchase consumers to easily check the customs clearance progress and tax payment records of the goods they ordered via mobile and receive real-time notifications.


Furthermore, a "digital customs clearance system" will be prepared to enable overseas direct purchase users to receive goods more conveniently. The Transition Committee expects that for small-value goods whose order information is received in advance by the Korea Customs Service, consumers will be able to report simply and customs clearance will be expedited.
