[Asia Economy Reporter Han Jinju] Education offices across the country have announced in advance that they will recruit 3,917 candidates in next year's secondary school teacher employment exam. This is an 11.6% (516 persons) decrease compared to this year's recruitment scale (4,433 persons). The employment scale is expected to shrink further next year, leading to higher competition rates.
On the 23rd, the Ministry of Education announced that the planned number of new secondary school (middle and high school) teacher recruits for next year across 17 city and provincial education offices nationwide is 3,917. The preliminary announcement is made six months before the employment exam each year, disclosing the planned number of recruits and subjects to be selected, with the final recruitment scale to be confirmed in October.
The Ministry of Education stated, "It is expected that the recruitment scale will be at the level of 4,270 to 4,410 persons, as per the teacher supply and demand plan announced last July."
Last year, the planned number of secondary school teacher recruits for the 2021 academic year was 3,529, and the actual recruitment was 4,433, so the final recruitment number is expected to increase compared to that.
Compared to last year's final recruitment scale, the regions where the number of recruits increased are limited to three: Gyeongnam (6 persons), Gwangju (3 persons), and Gangwon (1 person). The regions with significant decreases are Daegu (42 persons, 46.6%), Gyeongbuk (107 persons, 33.9%), Sejong (23 persons, 33.8%), Incheon (45 persons, 21.9%), and Busan (40 persons, 21.7%), in that order.
The Ministry of Education plans to reduce the scale of new secondary teacher recruitment to around 4,000 persons starting in 2023, so the recruitment scale for the 2023 academic year employment exam is expected to shrink further. Additionally, in July, the Ministry announced a draft of the 'Teacher Training System Development Plan,' stating that the scale of secondary teacher training, including colleges of education and teacher training courses, will be gradually reduced by 2026. Although the recruitment scale is about 4,400 persons, the number of teacher qualification recipients reaches around 20,000, causing the competition rate for the employment exam to soar up to 8 to 1.

On the same day, the Seoul Metropolitan Office of Education announced in advance that it will recruit 486 persons, including 365 for secondary subjects, 40 for special (secondary) education, and 81 for non-subject positions. This is a decrease of 224 persons compared to last year. For secondary subjects, 365 persons will be recruited, 23 fewer than last year. Special (secondary) teachers will decrease by 32 to 40 persons, health teachers by 50 to 35 persons, nutrition teachers by 31 to 23 persons, professional counselors by 19 to 71 persons, and librarians by 17 to 4 persons.
To operate the high school credit system stably, the Seoul Metropolitan Office of Education will recruit French and German teachers for the first time since 2000. Two French teachers and one German teacher will be recruited, with no distinction for disabilities. The final recruitment fields, numbers, and detailed exam information will be announced through the exam implementation plan on October 15. The first written exam is scheduled for November 27.
