[Asia Economy Honam Reporting Headquarters Reporter Shin Dong-ho] Kim Young-seon, a member of the Gwangju Metropolitan City Seo-gu Council, pointed out measures to improve the water quality of Pungam Lake in Seo-gu through district administration questions at the 2nd plenary session of the 1st regular meeting of the 296th session.
Councilor Kim stated, “Previously, Seo-gu formed a T/F team to improve the water quality of Pungam Lake and concluded to fill the lake with soil and reduce the storage capacity from 450,000 tons to 125,000 tons for low-cost operation and sustainable maintenance. However, if the lake is filled without considering that Pungam Lake has a deeper depth and a smaller surface area (full water surface area) compared to other lakes in Korea, it will result in making Pungam Lake small and unimpressive.”
He continued, “There is a research result that when the Pungam Lake Park, which is within the scope of the Central Park District 1 project, a private park special case project, includes water purification facilities in the park maintenance plan initially proposed by water quality experts and the special case project operator, park maintenance and water quality improvement can be promoted with an estimated cost of 25 billion KRW. However, the T/F team was hastily formed, ignoring the water quality improvement project linked to the Seochangcheon Hometown River project, and is proposing an incomprehensible plan to fill more than two-thirds of the lake under the pretext of maintenance cost burden,” he argued.
He also emphasized, “Gwangju City and Seo-gu should understand the meaning and value of providing lake parks as resting spaces for citizens after water quality improvement, even though most local governments spend much more on maintenance costs. I have doubts about whether it is right to fill the lake bottom with soil, damaging the original form and turning it into a small artificial lake.”
He added, “Considering that Gwangju citizens use it as a lake park, I hope that the storage capacity will not be reduced and that water purification facilities will be installed in appropriate places without damaging the original form. Please ensure that the opinions of Gwangju citizens who love and use Pungam Lake are well reflected.”
