Gender-sensitive budgets to be examined more thoroughly... Establishment of a specialized evaluation committee


[Asia Economy Reporter Han Jinju] The government will establish and operate a specialized evaluation committee under the Gender-Responsive Budgeting (GRB) Deliberation Council.


On the 25th, the Ministry of Economy and Finance and the Ministry of Gender Equality and Family held the GRB Deliberation Council from the 5th to the 9th, discussing the selection of target projects, approval of evaluation results, and institutional improvements through the newly established specialized evaluation committee. This year’s gender-responsive budget amounts to 35 trillion won, covering 304 projects.


The gender-responsive budgeting system was introduced in 2010 to analyze in advance the impact of government budgets on women and men, guiding the equitable allocation of national resources between genders. The system has established institutional procedures to incorporate a gender equality perspective in the budget planning and execution process, contributing to the expansion of gender equality policies.


The specialized evaluation committee, which will operate from March, is composed of private experts from various fields such as economy, education, and welfare, and performs the function of preliminary review on the selection of GRB target projects and performance evaluation. Each ministry will reflect the evaluation results of the specialized evaluation committee in the gender-responsive budget and settlement reports.


The specialized evaluation committee is divided into three subcommittees focused on the measurement areas of the National Gender Equality Index: economic activities, education and vocational training, and welfare and culture. The specialized evaluation committee consists of six private experts from academia and civic organizations in each field. A working committee composed of experts in gender equality and finance supports the deliberation function of the specialized evaluation committee.


The Ministry of Economy and Finance and the Ministry of Gender Equality and Family stated, "Through the substantial operation of the specialized evaluation committee in the future, we plan to further develop the gender-responsive budget and settlement system and make practical contributions to gender-equal national fiscal management."
