Announcement of the 2021 1st Technical Development Product Pilot Purchase Support Plan, Product Recruitment
[Asia Economy Reporter Kim Jonghwa] The Ministry of SMEs and Startups announced on the 1st the 2021 support plan for the 'Pilot Purchase System for Technology Development Products,' which supports small and medium-sized enterprises (SMEs) with innovative technology development products facing difficulties in market expansion to enter the public procurement market.
For innovative technology development products of SMEs, it is very difficult to pioneer new markets even if the technology level is high, as in the case of Company A. To address this issue and actively support entry into the public procurement market, the pilot purchase system was introduced and has been operating since April 2018.
Through this system, public institutions have been able to alleviate audit burdens arising from purchasing technology development products, thereby expanding purchases of new technology development products. SMEs have also been provided with an environment where they can more easily supply selected products to public institutions through negotiated contracts under national and local contract laws, even if they have no prior delivery records.
This year marks the fourth year since the system's introduction, and the Ministry of SMEs and Startups plans to grow the steadily increasing pilot purchase scale to over 340 billion KRW. To this end, the number of participating public institutions will be increased from the current 444 through promotion and awards, and the product categories needed to satisfy the purchasing demands of demand institutions will be diversified.
This year, products will be recruited and selected through a total of four announcements, and various supports such as non-face-to-face product exhibitions, purchase consultation meetings, and promotional video production for selected products will be provided to support market expansion.
The first support plan announcement can be checked on the Ministry of SMEs and Startups website (www.mss.go.kr) on the 2nd, and applications can be submitted through the Public Procurement Comprehensive Information Network (www.smpp.go.kr) by the 26th.
No Yongseok, Director of Global Growth Policy at the Ministry of SMEs and Startups, said, "The Pilot Purchase System for Technology Development Products is playing a crucial role as a stepping stone for excellent technology development products of SMEs to enter the public procurement market," adding, "We plan to continuously expand the pilot purchase scale to about 10% of the technology development product purchase scale (currently about 5.4%) and provide customized support for products with growth potential."
