Why Did Yangcheon-gu Establish the 'Mokdong Reconstruction Team'? Mokdong Apartment Complex Panorama


[Asia Economy Reporter Park Jong-il] Yangcheon-gu (Mayor Kim Soo-young) announced that it will establish a dedicated "Mokdong Reconstruction Team" as of the 18th to take charge of and support the reconstruction of Mokdong Apartments, aiming to transform the area into a smart city, and will proactively provide administrative support.


Constructed between 1985 and 1988, Mokdong Apartments have long exceeded the 30-year reconstruction eligibility period. The apartments face serious issues such as structural safety problems due to housing aging, lack of parking spaces, and severe leakage in facility piping.


Last October, a hot water supply pipe burst at 9 p.m., cutting off heating for about 830 households. Additionally, rust is coming from old pipes, causing numerous problems directly affecting residents' lives.


In particular, the difficulty of fire trucks accessing the site in case of fire is one of the biggest issues directly related to residents' safety.


Mokdong Apartments consist of a total of 14 complexes, 392 buildings, and 26,629 households, with the district unit planning area reaching 4,368,463㎡. After reconstruction, the number of households is expected to double to about 50,000, with a population exceeding 100,000, making it equivalent to the creation of a new city.


Currently, the district unit plan decision (change) for Mokdong Apartments is undergoing review by the Seoul City Urban Architecture Joint Committee. In June, Complex 6 of Mokdong Apartments passed the detailed safety inspection for reconstruction, while Complex 9 unfortunately failed. However, three complexes are currently undergoing appropriateness reviews by public institutions (Korea Land and Housing Safety Management Institute, Korea Institute of Civil Engineering and Building Technology). Other complexes are also conducting detailed safety inspections, and all complexes are steadily following the reconstruction procedures.


Accordingly, Yangcheon-gu is proactively establishing the "Mokdong Reconstruction Team" before the full-scale promotion of reconstruction, including the establishment of maintenance plans for Mokdong Apartments. Among the 25 autonomous districts in Seoul, Yangcheon-gu is the first to form a dedicated reconstruction team targeting a specific apartment complex. The dedicated team plans to provide residents with accurate information about reconstruction and guide them through related procedures, offering more active administrative support.


Kim Soo-young, Mayor of Yangcheon-gu, stated, "Through the newly established 'Mokdong Reconstruction Team,' we plan to promote the Mokdong Apartments reconstruction project not as a simple apartment reconstruction but as a 'smart city reconstruction' applying smart elements in various fields such as medical care, education, transportation, and healthcare."
