[Asia Economy Honam Reporting Headquarters Reporter Seo Young-seo] Muan County, Jeollanam-do (Governor Kim San) has prepared the 4th supplementary budget amounting to 707.2 billion KRW, an increase of 46.5 billion KRW compared to the original budget, to overcome COVID-19 and recover from heavy rain damage.


According to Muan County on the 18th, this supplementary budget will be used for responding to the resurgence of COVID-19, recovering from heavy rain damage, expanding employment, revitalizing the local economy, and promoting local pending projects.


To secure the insufficient available resources for this supplementary budget, the county implemented a rigorous restructuring of expenditure budgets, reducing about 2.2 billion KRW in event-related expenses such as the Muan Youth Festival and Muan Lotus Festival, and 2.8 billion KRW in public sector operating expenses including office management costs and official travel expenses, securing approximately 8.4 billion KRW in resources.


Major reflected projects include Muan-type emergency disaster relief funds (8.3 billion KRW) for COVID-19 response, support for issuing local love gift certificates (2.3 billion KRW), Hope Job Project (300 million KRW), and recovery from heavy rain damage such as the monsoon (1.2 billion KRW), focusing on infectious disease prevention and disaster damage recovery.


Additionally, various national and provincial projects and local pending projects were included to ensure smooth project promotion, such as basic public interest direct payment subsidies (24.8 billion KRW), Rural New Vitality Plus Project (2.4 billion KRW), direct payments for eco-friendly agricultural complex creation (1.7 billion KRW), and Park Golf Course construction in Namak New Town (1.7 billion KRW).


Governor Kim San said, “As this is a difficult time for everyone due to the prolonged COVID-19 pandemic, I hope this emergency disaster relief fund will be a source of vitality for struggling households and the stagnant local economy,” and urged, “To prevent the spread of infectious diseases, I ask all residents to strictly follow quarantine rules such as wearing masks and social distancing.”


Meanwhile, in May, the county prepared the 3rd supplementary budget of 26.3 billion KRW to strengthen COVID-19 infection prevention and support vulnerable groups and small business owners facing economic crises, while implementing about 11.4 billion KRW in expenditure budget restructuring.
