Incentives Provided to Workers Who Identify Hazards
DL E&C announced on January 22 that since introducing the work stoppage right, a "worker-centered safety culture" has been spreading across all its sites.
According to DL E&C, the number of voluntary reports made by workers through the "Safety Report Center" last year increased nearly sevenfold compared to 2022, the first year the system was implemented.
The Safety Report Center is a system that allows on-site workers to report hazards through an application and, if necessary, stop work. All on-site workers, including those from partner companies, can use the system. Notably, the requirements for exercising the right to stop work have been lowered so that workers can halt operations based on their own judgment, even if the situation does not meet the "imminent danger" level defined by the Industrial Safety and Health Act.

DL E&C also operates an incentive system to encourage participation. Workers who identify and report hazards are awarded "D-Safe Coin" points, which can be converted into KakaoPay Money for use. The app has also been revamped to simplify the reporting process: after scanning a QR code posted throughout the site, workers only need to register the location, description, and a photo for the report to be completed.
DL E&C has also produced safety training videos for foreign workers. These animated videos cover common types of construction site accidents such as falls, entrapment, and suffocation, and are available in Chinese, Vietnamese, Thai, Russian, Cambodian, Burmese, and English.
Sangshin Park, CEO of DL E&C, stated, "The work stoppage right has become an everyday tool for creating a safe working environment," adding, "We will continue to review our work and operational processes from the perspective of establishing a worker-centered safety culture and build a system that fundamentally prevents accidents."
