"Securing Substantial Administrative and Financial Authority Through the Enactment of the Special Act"
Jung Myunggeun, mayor of Hwaseong in Gyeonggi Province, will serve as the new chairman of the council of mayors from "special cities," which are large cities in Korea with populations of over one million.

The city of Hwaseong announced on the 12th that Mayor Jung was elected as the new chairman at the regular meeting of the "Korea Special City Mayors' Council" held at the Hwaseong Jeongok Port Marina Clubhouse. Mayor Jung's term as chairman will run until June 30, 2026.
The Korea Special City Mayors' Council is a gathering of mayors from five special cities: Suwon, Yongin, Goyang, and Hwaseong in Gyeonggi Province, as well as Changwon in South Gyeongsang Province. The council was established in April 2021 to strengthen solidarity and cooperation among the special cities and to secure powers appropriate to their status.
Mayor Jung stated, "Being entrusted with such an important role in Hwaseong, which has just taken its first steps as a special city, reflects both the expectation and the heavy responsibility for the five special cities to join forces and achieve even greater progress."
He added, "Through the enactment of the 'Special Act on Support for Special Cities,' which is the most urgent task, we must secure substantial administrative and financial authority appropriate for special cities. I will devote all my passion and capabilities so that the five special cities can speak with one voice and bring about tangible changes that citizens can truly feel."
The main agenda items discussed at the meeting included: ▲ discussions on joint issues such as the enactment of the 'Special Act on Support for Special Cities'; ▲ deliberation of the budget for the 2025-2026 fiscal year; and ▲ review of proposed amendments to the council's operating regulations and detailed rules.
