Seo-gu District in Gwangju (District Mayor Kim Ikang) is practicing solidarity administration that touches not only the hair but also the hearts of marginalized neighbors through the "Scissors Sound Hairdressing Volunteer Service," delivering warmth and care.

According to Seo-gu District on August 5, the "Scissors Sound Hairdressing Volunteer Service" is a community-based, compassionate policy in which volunteers visit elderly people with mobility difficulties and residents of nursing facilities to provide hairdressing services directly.


This hairdressing volunteer service goes beyond a simple beauty service, providing emotional comfort and vitality to elderly individuals who are isolated or disconnected, and has received an enthusiastic response.


The district has consistently continued this initiative since 2013. In the first half of this year alone, the service was provided on eight occasions to 436 residents at 18 elderly care facilities and to 10 individuals from 10 households with mobility difficulties. In particular, hairdressers belonging to the Gwangju Seo-gu Branch of the Korea Beauty Association regularly participate in the program by donating their talents, practicing warm sharing.


One participating hairdresser said, "At first, I thought of it simply as talent donation, but whenever the elderly hold my hand tightly and say 'thank you,' I feel comforted myself. This time is truly a great gift to me as well."


District Mayor Kim Ikang stated, "Now, public health and hygiene services are shifting away from inspections and crackdowns to become lifestyle-oriented services that reach out directly to residents. Administration that puts heart into even the smallest gestures?that is the true image of the good city Seo-gu aspires to be."


Meanwhile, the district plans to continue the Scissors Sound Hairdressing Volunteer Service in the second half of this year by regularly visiting three elderly care facilities and households with mobility difficulties every month.
