Discussion on the Need for Strategic Redesign of Personnel Administration
at the Korean Association for Public Personnel Administration Spring Conference
In response to the evolving government environment, the need has been raised for the prevention and compensation of civil servant accidents, as well as the introduction of innovative promotion systems.
On June 12, the Ministry of Personnel Management announced that it had discussed domestic and international cases and implications for strengthening the civil servant accident compensation system and introducing innovative promotion systems at the 2025 Spring Conference hosted by the Korean Association for Public Personnel Administration.
At this academic conference, held under the theme "Strategic Redesign of Personnel Administration in a Changing Government Environment," presentations and discussions were held on "The Current Status and Future of Civil Servant Accident Compensation" and "Innovative Promotion Systems for Civil Servants."
Yoon Jiha, Director of Health and Safety Policy at the Ministry of Personnel Management, and Lee Hyomin, Assistant Director of Personnel Innovation Planning, participated as panelists to share policy directions regarding the civil servant accident prevention and compensation system and the introduction of fast-track appointment systems.
Han Yooseong, professor at Yonsei University, and Kim Pil, research fellow at the Korea Research Institute for Local Administration, gave presentations on the analysis of the civil servant accident prevention and compensation system in Korea and on domestic and international cases of civil servant accident prevention and compensation, respectively. Kim Pil stated, "It is necessary to approach civil servant accident prevention and compensation from both personnel policy and social security policy perspectives, and to draw policy implications based on these directions."
Yoon Jiha, Director of Health and Safety Policy at the Ministry of Personnel Management, added, "Although the ministry announced the 'Comprehensive Government-wide Civil Servant Accident Prevention Plan' last year, concrete project implementation is still lacking." He emphasized the need to establish a foundation for shifting the civil servant accident compensation system from a post-incident compensation focus to a prevention-oriented approach, including the enactment of relevant laws. He also explained the ministry's key tasks for this year: ensuring health and safety in civil servant workplaces, establishing a national protection system, and building a job- and competency-based personnel system.
Kim Sejin and Kim Dani, associate research fellows, and Lim Sungkeun, senior research fellow at the Korea Institute of Public Administration, gave presentations and led discussions on the introduction of fast-track appointment systems in Korea's public sector and on international cases and implications of such systems.
Lim Sungkeun, senior research fellow, stated, "To strengthen organizational competitiveness, not only the public and private sectors but also major countries overseas have introduced and developed fast-track promotion systems, which provide important implications for the Korean public sector." He discussed domestic cases focusing on the Korean National Police University, Korea Coast Guard, Korea Minting, Security Printing & ID Card Operating Corporation, and Samsung Electronics, and also reviewed policy cases from major countries such as the United States, United Kingdom, Singapore, Germany, and Japan.
The Ministry of Personnel Management expects that this academic conference will serve as an opportunity to share academic research achievements in the fields of personnel and administration and to link them to policy design and implementation. Meanwhile, the ministry has signed memoranda of understanding with the Korean Association for Public Administration, the Korean Association for Public Personnel Administration, and the Korean Association for Policy Studies to enhance government productivity and strengthen professionalism in the public sector.
