Recognized for Enacting the 'Dream Start Project Ordinance' and More

The ‘Youth Hope Award’ is given to recognize policies and legislation related to activities, welfare, protection, and education closely connected to the lives of youth, aimed at realizing the right of young people to live happily.
The final recipients are selected through a first review by three youth representatives and three youth experts, followed by an online vote involving more than 1,000 young people.
Councilor Kim Kyun-ho was recognized for ▲enacting the ‘Dream Start Project Ordinance’ that provides integrated services for children (youth), ▲proposing the ‘Expansion of the Stop Line Distance at Crosswalks’ for the safe walking of youth, and ▲advocating for the ‘Implementation of Measures to Promote Bicycle Use’ to improve the safety and convenience of youth bicycle riding.
Councilor Kim said, “I began my legislative activities hoping for ‘a village where all children grow up safely and healthily’ and ‘a society that does not give up on a single child.’ I am very proud that my efforts have been recognized through the ‘Youth Hope Award,’ which is selected by youth votes.” He added, “I will continue to work harder to find ways to promote the healthy growth and activities of young people.”
Meanwhile, Councilor Kim has enacted ordinances such as the ‘Ordinance on Supporting Preventive Activities Against Drug and Harmful Substance Abuse’ and the ‘Ordinance on Preventing Abnormal Motivation Crimes and Supporting Victims’ to ensure that youth in the local community grow up healthily and safely. He also received the ‘2023 Korea Local Autonomy Development Merit Award’ and the ‘2023 Korea Person of the Year Award.’
This year, he proposed a ‘5-minute free speech’ and a ‘Resolution Urging the Passage of Related Laws’ to support lifelong education for individuals with borderline intelligence (IQ 71?84). Through meetings with the education office, parents, and related parties, he has been steadily exploring policy measures for children and youth, including enacting the ‘Ordinance on Supporting Lifelong Education for Individuals with Borderline Intelligence.’
