This seminar, jointly organized by the Environmental Policy Division, Urban Design Office, and the Goyang Carbon Neutrality Support Center, was designed to enhance the expertise of public officials in reducing greenhouse gas emissions in the building sector and to share policies, technologies, and case studies in the field of public architecture.
The city previously established the "1st Goyang Special City Carbon Neutrality and Green Growth Basic Plan" in May, setting a target to reduce greenhouse gas emissions by 36% by 2030 compared to 2018. Notably, the building sector is the largest source of emissions, accounting for about 60% of the city's total, with an ambitious goal of a 41% reduction by 2030. This requires comprehensive action from both the public and private sectors.
The seminar featured a range of experts from academia, industry, and research, including Lee Jaeseon, Chief Planner of Goyang City and professor at Yonsei University, as well as representatives from POSCO A&C, the Korea Institute of Civil Engineering and Building Technology, and the Local Economy Green Alliance. They presented on various topics to realize carbon neutrality in buildings, such as eco-friendly construction technology, carbon neutrality data platforms, green building certification, and case studies from public institutions.
A city official stated, "Since the building sector accounts for the largest share of Goyang's greenhouse gas emissions, structural transformation is needed at every stage-from design and construction to operation. In all administrative processes, including ordering, designing, and managing public architecture, the fundamental question should be: 'How does this project contribute to achieving our reduction targets?'" The official added, "We hope this seminar will serve as a starting point for a practical shift in perspective and for strengthening organizational capabilities."
Starting with this seminar, the city plans to continue holding sector-specific carbon neutrality seminars, such as for transportation and waste, to further enhance the knowledge and practical skills of public officials. In addition, in line with the basic carbon neutrality plan, the city will monitor the implementation of projects scheduled for 2025, promote green living practices, and reward outstanding departments in emissions reduction, thereby strengthening the carbon neutrality framework across all administrative sectors.
